Job description

Organizes, directs, and manages the planning and design of facility improvements for the Department of Water Resources and for other City Departments as assigned. Serves as primary liaison between the City's Water Treatment and Water Reclamation Facility and Engineering and Construction Division Managers.
Manages facility operations projects including pump and lift stations and water treatment and wastewater treatment operations. Ensures compliance with Local and State regulations.
Manages survey, engineering design, bidding, contractor selection, and construction management for Water Resources facility improvement projects and other utility projects, as assigned.
Drives long-range planning efforts for potential facility and water distribution and sewer collection system improvements to meet the needs of the community. Identifies trends, needs, schedules, and funding requirements.
Assists with preparation and implementation of the Engineering and Construction Division budget as it relates to facility improvement projects and prepares cost estimates on projects as needed.
Handles customer complaints concerning utility services, coordinates activities with all divisions of the department and other City, County, and State Departments when an engineering problem arises.
Prepares applications for State and Federal funding programs such as GEFA, SRF, and grant assistance programs and prepares pay request paperwork as loan draws are made.
Prepares requests for proposals, develops scope of services, evaluates, and recommends selection of engineer consultants and provides project management functions related to technical projects for the Department of Water Resources, as assigned.
Assists engineering design consultants and department staff with collection of data, review of reports and calibration of hydraulic model for water distribution and sanitary sewer collection systems.
Coordinates with other governmental agencies for required easements and permits.
Responsible for implementation and monitoring of dam maintenance and inspection program for City reservoirs. Ensures dams remain in compliance with all Local, State and Federal regulations.
Assists water treatment and water reclamation facility managers in monitoring State and Federal permit compliance.
Coordinates closely with water treatment and water reclamation facility managers, assisting them with planning and implementing immediate and long term needs in an economical and timely manner.
Provides project management during planning, development, design, and construction phases of water and wastewater infrastructure projects.
Works as a liaison between the Engineering and Construction Division and contractors, consultants, State regulators, other governments, industries, and other entities having contact with the Water Resources Department.
Performs other related duties as needed by the Engineering and Construction Division.
Employee subject to recall to duty in cases of emergency.
Education and Experience:

Bachelor's Degree in Civil or Environmental Engineering, preferred.
Minimum of ten years of progressively responsible engineering experience in the water and wastewater field, preferred.
Experience in water and wastewater treatment, facility design, and project management with a successful history of controlling cost, implementing schedules, and supervising personnel, preferred.
Any equivalent combination of education and closely related technical experience that provides the minimum level of qualifications stated above, may be considered.
Licenses and Certifications:
Registered Professional Engineer in the State of Georgia or a state having reciprocity with Georgia, preferred.
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).
Knowledge, Skills, and Abilities:

Knowledge of all phases of water and sewer design including but not limited to, surveying, engineering reports, preliminary and final design, preparation of contract documents and technical specifications, bidding and contract award, easement and right-of-way acquisition and construction administration.
Knowledge of local codes, ordinances and State and Federal laws affecting municipalities.
Thorough knowledge of sizing water and sanitary sewer lines and pump and lift stations, and water and wastewater treatment processes and technologies.
Knowledge of energy efficient operational strategies for water treatment and water reclamation facilities.
Ability to establish and maintain effective working relationships with members of the Water Resources staff, other government employees such as Gainesville and Hall County Planning, Hall County Engineering, Georgia Department of Transportation, Soil and Water Conservation Service, Georgia Environmental Protection Division, Metro North Georgia Water Planning District, Atlanta Regional Commission, and Gainesville City Council and the Hall County Board of Commissioners, developers, contractors, consulting engineers, Federal, State and Local officials, and the general public.
Ability to communicate clearly and effectively, both verbally and in writing, and make public presentations.
Superior communication and interpersonal skills (tact, diplomacy, influence, etc.) are essential.
Ability to organize, interpret, analyze and prepare technical engineering reports and exhibits.
Ability to make decisions and recommendations which impact project success while remaining within project schedule and budget.
Ability to write, read and interpret contract specifications, and interpret construction plans and specifications.
Ability to estimate bid quantities and prepare cost estimates.
