About Us:

The Office of Financial Affairs assists in the establishment of Ohio Department Health's (ODH) long and short-range fiscal goals and objectives. The office provides the agency with the overall fiscal administration support through its various unit operations including accounting, purchasing, budgeting and grants administration. The office oversees the department's Compliance and Accountability Unit and biennial budget process; provides technical assistance to agency decision-makers and provides daily monitoring and analysis of agency spending trends.

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

What You'll Do:

  • Independently conduct routine, non-routine, specialized audits (e.g., gathers information, performs review & analysis of records & operations activities, controls, & systems or applies accepted auditing standards & principles) of subrecipients receiving federal & state pass-through funding (e.g., COVID workforce funding) through the Ohio Department of Health (ODH)
  • Independently performs subrecipient monitoring (e.g., performs desk review internal & external of ODH subrecipient grant programs including but not limited to subrecipient desk reviews & subgrant/contract deliverable monitoring).
  • Reviews & evaluates audit findings to determine if follow up or corrective action is required to ensure subrecipients remediate findings & comply with federal and state regulations.
  • Conducts final review of all audit work papers, memos, & proposed exceptions & justifies audit recommendations; conducts program audits & deliverable monitoring reviews.
  • Makes decisions on routine audit issues & acts in absence of supervisor to ensure continued functioning of unit (e.g., plans & schedules desk audit reviews, work assignments), as assigned by Unit Chief.
  • Prepares monitoring reports & work papers.
  • Conducts entrance & exit conferences with representative of subrecipient agency personnel.
  • Ensures ODH subrecipients comply with the A-133 Single Audit Act, Uniform Grants Guidance (UGG) and ODH Grants Administration Policies and Procedures (OGAPP) including contacting subrecipients to obtain delinquent audit reports, audit finding review and follow-up, and closing.
  • Independently reviews and evaluates subrecipient Internal Control Questionnaires (ICQs) to assist ODH program and Grant Services Unit (GSU) staff with identifying potential internal control deficiencies, outdated policy and procedural issue.
  • Completes Combined Application Review (CAR) compliance tool and attends CAR meetings for assigned subgrant programs.
  • Reviews legislative and regulatory requirements that potentially impact audit or reporting requirements (i.e., single audit reporting threshold) and assists with the development and preparation of audit guidelines, checklists, and questionnaires.
  • Researches and reports on audit, grants management, cost-allocation, cost principles and other business topics as needed.
  • Collaborates with higher-level External Auditors to plan, schedule and conduct training as deemed necessary.

Additional Duties:

  • Initiates studies to improve the department's efficiency and operations; assists in the planning and preparation of training and submission of training materials to providers and higher-level External Auditors.
  • Provides technical assistance to internal and external stakeholders on audit and program procedures. 
  • Responds to telephone and written inquiries concerning audits.
  • Attends in-service training and staff meetings.
  • Assists in program audit when necessary.
  • As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations & other duties as assigned.

Completion of undergraduate core coursework in accounting, business administration, computer science or related field AND 3 yrs. exp. in auditing or accounting which must have included 18 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description AND 12 mos. exp. as audit team lead or auditor in charge.
-Or 5 yrs. exp. in auditing or accounting, which must have included 30 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description AND 12 mos. exp. as audit team lead or auditor in charge.
-Or 12 mos. exp. as External Auditor 2, 66462.
-Or equivalent of Minimum Class Qualifications for Employment noted above.

  • Undergraduate or advanced degree in accounting, business administration, computer science
  • Experience with computer software (e.g., Excel, Word, Access, BI, OAKS, QuickBooks, Peachtree, UAN)
  •  Experience with Auditing (e.g., performance, financial)
  • Experience providing technical assistance regarding agency internal controls/auditing procedures 
  • Experience working with contract and/or grant administration
  • Experience producing audit/monitoring reports
