Collaborates in the development, implementation and management of comprehensive evaluation planning and performance measurement throughout the Cancer Programs by assessing and monitoring implementation, process, outcomes, reach, impact, scalability and sustainability of program activities and partnerships.
Assists with the development, collection and maintenance of evaluation data, tools and systems to include creating qualitative and quantitative data sets and tracking methods, managing collection and cleaning efforts, data mining, performing appropriate data analysis (developing and running data queries and syntax using statistical software such as SPSS, Excel, SAS, etc.). Maintains Cancer Programs Internal Dashboard.
Provide statistical analysis of large and complex datasets and ensure accuracy in analysis, build models that capture current program and relevant cancer trends; create visual components to assist in the communication of Cancer Programs outcomes to internal and external stakeholders.
Keep current on cancer data, research, and evaluation methods to improve knowledge and understanding of advanced evaluation and quality improvement methods and cancer trends to include participating in seminars, conferences, trainings, committees and workgroups.
Disseminate evaluation findings through a variety of outlets including conferences, meetings.
Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree and professional experience as a planner, researcher or statistician. A master's degree in statistics or a related discipline may be substituted for the required work experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications
A master's or doctoral degree in statistics, epidemiology, social science, health promotion, health services administration, business administration, education, social work, evaluation or a related discipline and at least two (2) years of program monitoring and evaluation work.
Some experience with quality improvement desired.

This position is part of the South Carolina Department of Health and Environmental Control's Cancer Programs/Bureau of Chronic Disease and Injury Prevention. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
