Job Description
This position is primarily engaged in leading the development of engineering, procurement, fabrication, and construction (EPFC) project estimates. This position must have the experience and knowledge to lead or supervise one or more concurrent estimates. Where possible, this position requires Management approval and must be recognized as an estimator who exhibits confidence in his knowledge and leadership capabilities. This position has the responsibility to act as a corporate or intra-corporate expert and change agent on Estimating methods, procedures, systems. This position also requires knowledge/expertise of all cost and schedule components.
• Lead all activities with respect to developing, validating, and presenting an estimate
• Sell an estimate with authority and credibility to management
• Interface with Sales, Project Management, Engineering, Procurement, Contracts, Project Controls, Insurance, Tax, Information Technology, Construction, Quality Assurance, and Commissioning as required in preparation of an estimate
• Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
• Maintain compliance with all applicable policies, procedures, and global standards
• Other duties as assigned
Basic Job Requirements
• US Citizenship is REQUIRED
• Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
• Minimum of one (1) year of experience using any of the Fluor Estimating Systems or five (5) years of experience using Industry recognized estimating systems
• Minimum of five (5) years of field experience, preferably in project controls, construction, contracts, estimating, Change Management, or construction supervision
• Demonstrate strong technical ability, combined with communicative skills, to lead estimate development
• Knowledgeable about schedules, critical path, resource level (saturation) and float; able to confirm the estimate is aligned to the project schedule
• Knowledgeable about Lump Sum and Cost Reimbursable estimating
• Knowledgeable about Self-Perform and Construction Management Execution
• Knowledgeable about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures, and Project Status Reports
• Be recognized as a leader and functional expert in the following areas: Direct Field Costs, Indirect Field Costs, Fluor Services Costs, Escalation, Selling an Estimate, Benchmarking and Unit Rates for Key Commodities, Currency Fluctuation, Tax & Insurance costs, Performance Bonds & Letter of Credit costs, Estimate Plan, Basis of Estimate, Input and Use of Business Risk Management Framework (BRMF), Use of Allowances, Cost Contingency, Global Pricing Model, Productivity Worksheets, Craft Mix and Crew Mix, Expatriate Policy Costs, Data Analysis, Comparison Analysis, Input into and Use of Historical Data (EMS - Experience Management System), Procurement including a comprehensive understanding of Purchase Order and Budget Quotations
• Good analytical and computer skills
Other Job Requirements
• Stay abreast of current estimating or industry techniques/solutions by learning and/or sharing of knowledge and skills through the numerous opportunities provided by professional organizations, vendors, clients, and other estimating professionals in the industry
• Serve as a business line expert on estimating methods and systems; perform estimate peer reviews
• Convert any estimate into the format required for developing a Global Pricing Model
• Be active in knowledge management portals and communities with regard to forum questions and discussions
• Be involved with Cost Competitive Execution, Excel to Win, Business Risk Management Framework (BRMF), and Strategy to Win sessions
• Be knowledgeable or aware of Procurement's "Procurement Action - Request for Proposal" (PARP) and "Procurement Action - Request for Quotation" (PARQ) work processes
• Should be mobile and willing to take temporary and/or long term assignments for career enhancement opportunities
