Assigned to: Water Distribution
Incumbents are responsible for performing all the skilled duties of an Equipment Operator II; performing advanced and complex driving/operating of light to heavy equipment; advanced fieldwork/worksite management and decision making; leading and/or training lower level staff.
REPORTING STRUCTURE:
2. Prepares, grades, and shapes roads, landfills, and flood control channels; checks and sets grades; works from survey reference marks, plans, and specifications; clears trash, storm debris and damage; constructs and repairs streets, water, sewer, and stormwater utilities and associated appurtenances.
3. Performs basic trouble shooting techniques and minor repairs on equipment; reports the need for major repairs; checks and adjusts fluid levels; greases and lubricates parts as required; cleans and cares for tools and equipment.
4. Identifies equipment needs for each assigned project; monitors and maintains materials, supplies, and equipment and requisition replacement items.
5. Leads and trains less experienced staff.
6. Repairs, maintains, and installs water mains, water services, and sewer mains; conducts scheduled Water Distribution booster station and water storage tank visits to perform a wide variety of operation and maintenance duties (when assigned to the Water Distribution Division).
7. Periodically serves standby duty and/or must respond after hours and on weekends to emergencies.
8. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
9. Performs other duties of a similar nature or level.

Operation and maintenance requirements of trucks and heavy construction and power-driven equipment.
Principles of pumps, valves, motors, and water storage tanks.
Water distribution and wastewater collection regulatory rules and regulations (when applicable).
Solid and Hazardous Waste state regulatory rules and regulations (when applicable).
Practices, methods, and materials used in construction, maintenance, and sanitation work.
Practices, methods, and materials used in the installation and repair of Water Distribution or sewer collection systems.
Traffic laws, ordinances, and rules involved in truck and heavy equipment operations.

Applicable tools and equipment utilized in street maintenance.

High school diploma or equivalent (G.E.D.)
Must be at least 18 years of age.
A minimum of four years of experience performing maintenance work involving the operation of light to heavy equipment. Experience must involve the operation of light to heavy equipment specific to landfill operations when assigned to Solid Waste Division.
LICENSING and CERTIFICATIONS
Licensing Requirements:
When assigned to Water Distribution
Possession of a valid Wyoming Class A Commercial Driver's License with applicable endorsements.
Possession of, or ability to obtain within one year of hire, a Wyoming Department of Environmental Quality Water Distribution Operator Level II certification.
When assigned to Solid Waste Division
Possession of a valid Wyoming Class A Commercial Driver's License with applicable endorsements.
When assigned to Streets
Possession of a valid Wyoming Class A Commercial Driver's License with applicable endorsements, including an "N" endorsement.
City of Casper employees that perform safety sensitive tasks are subject to pre-employment and/or random drug testing. These tasks include, but may not be limited to:
Emergency response/rescue
Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
Operating or maintaining water and wastewater systems
Maintaining City computer and data systems including networks, servers, communication systems, etc.
Driving for the City of Casper, whether essential or non-essential
Operating power-driven machinery or equipment
Handling confidential information, including personnel, health, financial, or attorney-client information
Working with or around children
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing.
Medium work: Exerting up to 90 pounds of force using jackhammers occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
Incumbents frequently drive, operate equipment, or work outdoors in all weather conditions, including extreme temperatures. Frequent work on or around moving motorized equipment is also expected. Employees in this class are often subjected to extremely wet environments, wastewater, fumes/dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating tools and machinery. Work requires the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.
For driving essential positions, employment with the City of Casper is contingent upon a satisfactory driving record. A driving record that reflects any of the following criteria is considered unsatisfactory:
1) Convicted of three (3) or more moving violations within the previous 36 months (three separate, individual incidents);
2) A conviction within the previous 36 months of any of the following:
- Driving under the influence of drugs or alcohol;
- Leaving the scene of an accident;
- Fleeing to avoid arrest;
- Reckless Driving;
- Homicide or assault by motor vehicle;
- Driving without auto insurance;
- Driving on a suspended license;
- Refusal to take blood/breathalyzer test for suspected DUI or impaired driving.
