Description

The Kentucky Horse Racing Commission (KHRC) is an independent agency of state government charged with regulating the conduct of Horse Racing and pari-mutuel wagering on Horse Racing and related activities within the Commonwealth of Kentucky. The KHRC is a leader in the welfare of horse and rider and the safety and integrity of Horse Racing.
The Kentucky Horse Racing Commission is looking for a qualified candidate to lead equine safety and welfare initiatives for the department in fulfilling its mission and continuing as a leader in the welfare of the horse and rider and the safety and integrity of Horse Racing.
The KHRC’s central office is located in Lexington, Kentucky. The KHRC employs staff at all licensed racetracks in the Commonwealth during live race meets.
Responsibilities include, but are not limited to, the following:

• Assist regulatory veterinarians with out of competition testing and general Veterinary Division duties as needed.
• Manage and makes recommendations to the Equine Drug Research Council (EDRC) on research proposals.
• Make recommendations to the regulators and racetrack management to ensure the welfare of the horse and riders, integrity of racing.
• Review state racing laws and regulation, Horseracing Integrity & Safety Act (HISA) and Horseracing Integrity Welfare Unit (HIWU) laws and confirm KHRC compliance.
• Serve as a member of the Mortality Review Board.
• Work with KHRC Safety Steward to conduct pre-meet racetrack safety inspections with track maintenance personnel, outriders, starting gate team, and ambulance and medical protocols for horses and riders.
• Investigate and follow-up on horses barred from training or transported off during the training and racing or leave track for short periods of time.

The preferred candidate for this position will be a professional leader with the following qualifications:

• Licensed veterinarian in the Commonwealth of Kentucky.
• Experience in leadership and regulatory bodies.
• Excellent analytical and critical thinking skills with attention to detail.
• Effective communication skills, both written and verbal.
• Ability to work independently and collaboratively in a fast-paced environment.
