SUMMARY:

Managing compliance risks to the successful implementation of the Federal Transit Administration (FTA) circular 4704.1A is an integral component of MTA’s Equal Employment Opportunity Program (EEOP) that demonstrates it is operating as intended.  Under the direction of the Director, Equal Opportunity Auditing and Monitoring, the Equal Opportunity (EO) Specialist will assist with the internal auditing and monitoring of compliance risks in employment actions and processes to ensure alignment with federal, state and local requirements related to non-discrimination and commitments made in MTA’s agency wide EEOP. This includes performing analytical & interpretive equal opportunity work, identifying barriers to equal opportunity in procedures, policies and processes, evaluating unexpected results and preparing progress reports on goal achievements. The EO, Specialist will also assist with conducting site visits at various MTA properties to observe compliance needs.

The EO, Specialist will perform routine assignments and will also work closely with the Director EO Auditing and Monitoring to conduct internal compliance audits and to review & evaluate selection processes to determine concurrence. This position is responsible for data collection from PeopleSoft or various databases, gathering pertinent information from recruiters or hiring managers, updating data in an integrated database and assisting with the implementation of an auditing & monitoring process of all EO Civil Rights programs (EEO, Title VI, Environmental Justice, LEP and Diversity & Inclusion).
RESPONSIBILITIES:

  • Provide direct support to Director EO Auditing and Monitoring via conducting research and working with process owners for collection of evidence throughout audit cycle(s).
  • Contribute to development of the audit process & procedures improvement system including the development of routines to focus testing.
  • Assess specific programmatic controls and identifying regulatory compliance gaps and opportunities to improve the performance of in the FTA EEOP, LEP, Environmental Justice, Title VI and D&I civil rights programs.
  • Participate in internal compliance reviews including assisting with conducting audit site visits.
  • Maintain multiple databases to track and monitor program indicators through testing, use of control charts and process remediation, where necessary.
  • Regularly review, gather supporting documents, analyze and reconcile with appropriate agency partners for concurrence of job offers, promotions and upgrades then prepare for the Director’s approval.
  • Work closely with EO, Analysts and with programmatic partners to follow up on unusual or unexpected results and determine where opportunities may exist to meet established short- and long-term goals. Report findings to Director EO Auditing and Monitoring.
  • Monitor and assess the effectiveness of corrective actions and the progress toward goal attainment.
  • Collaborate with EO Reporting and Analysis staff, monitor position updates for alignment with correct EEO occupational codes.
  • Prepare and deliver programmatic updates to identify compliance risks and make recommendations to resolve the risks of non-conformance to Director EO Auditing and Monitoring, including possible changes to processes.
  • Maintain knowledge of current tools, technology and methodologies for performing internal audits and monitoring. Performs other duties, as assigned.
  • Become a subject matter expert in the assigned process-related standards and apply that disciplinary knowledge to assist with internal audit and achieving audit goals.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • At least five (5) years of experience analyzing to solve business problems for a large organization is required. An emphasis on supporting EEO/AA or civil rights programs is preferred
  • Knowledge and skill to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate actions.
  • Excellent knowledge of Excel, data management and proficiency in HR Information System, and Microsoft Office Suite or similar applications for review of process activities.
  • Effective interpersonal, oral and written communication skills with the ability to interpret & report on key analytical findings.
  • Experience demonstrating a high attention to detail and accuracy, with the ability to successfully handle multiple concurrent projects/priorities simultaneously.
  • Attention to detail with demonstrated experience resolving problems through analytical reasoning by identifying issues and assessing problems.
  • Must possess qualitative and quantitative skills, be results- focused and be able to work under pressure and tight deadlines.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree from an accredited college/university in Public Administration, Organizational Development, Business Administration, Psychology or Sociology or related field. Or an Associates Degree in Business or a related field with five (5) years of related experience may be considered as an equivalent combination of education and experience.  An equivalent combination of education and experience may be considered in lieu of a degree.
