This position serves as an EPMO Standards and Process Manager for Enterprise Portfolio Management Office. The successful candidate will direct a team and work collaboratively with the EPMO staff toward delivery of project management and governance services. This position will oversee process implementation for various initiatives, including new processes, Project Portfolio Management (PPM), Demand Management, Resource Management and enhanced Financial Management for Information Technology (IT) projects. Job Responsibilities
20% Subject to management approval, serves as the EPMO Enterprise Support Manager for the Department of Innovation and Technology (DoIT) Enterprise Project Management Office (EPMO):
• Oversees process implementation for various initiatives, including new processes, Project Portfolio Management (PPM), Demand Management, Resource Management, and enhanced Financial Management for Information Technology (IT) projects.
• Participates, contributes, and evaluates EPMO business processes, EPMO PPM processes, and system efficiencies based on improvement initiatives and client agency needs.
• Documents governance processes and reviews and enhances project workflow standards.
• Documents existing EPMO processes and improvements and forecasts expected results of process changes.
• Collaboratively works with Internal Audit, Procurement, and Information Technology governance point of contacts to ensure EPMO processes and policies are in alignment.
• Coordinates with EPMO staff on business process objectives and identifies areas of improvement.
• Submits EPMO surveys to agency clients for feedback on governance and PPM systems.
• Acts as single point of contact for process related questions or issues.
• Monitors and enforces process compliance with applicable DoIT and State of Illinois standards and regulations.
• Conducts records management to ensure all project documents are stored in the appropriate document repository.
• Assists with the maintenance (enhancements and updates) of agreed framework standards including documentation standards/templates and process frameworks.
15% Serves as Publication Owner, conferring with EPMO and DoIT leadership on feasibility of recommended policies, EPMO Newsletters, guides, templates, and processes:
• Maintains EPMO websites, communications, policies, and procedures.
• Implements and evaluates standardized policies and procedures as identified by the Enterprise Portfolio Management Office
• Devises, directs, and evaluates the development and supporting policies, methods, procedures, forms, and performance standards necessary to implement changes in management functions.
• Documents and maps current agency work processes with the goal of improving departmental procedures and creating the framework for process improvement and automation.
• Prepares user and operation guidelines, operational guidelines, operational manuals, and system documentation.
• Collaborates with EPMO staff to create status reports.
• Communicates weekly status to EPMO Leadership.
15% Act as DoIT PPM administrator to manage PPM user base:
• Owns functional design and maintenance of EPMO Websites, and PPM Job Aids.
• Assists in the maintenance and updates to EPMO Project Management templates and guides.
• Facilitates administrative backend duties within EPMO PPM system.
• Participates in EPMO user acceptance testing.
• Attends EPMO PPM change control meetings

15% Collaborates with the Deputy Director of Learning & Employee Development to oversee training development, planning, and delivery for the EPMO:
• Attends new product development and release meetings as a core team member.
• Develops training courses in collaboration with EPMO staff for EPMO staff and client agency users of EPMO products and systems.
• Trains EPMO staff and client agency personnel on new procedures and informs them of changes to current procedures as they relate to business need.
• Manages training curriculum for portfolio, program, project managers, and project coordinator roles within EPMO and client agencies.
15% Serves as an EPMO Product Owner:
• Manages and prioritizes product backlog, including backlog planning and refining working sessions.
• Maintains the product backlog to edit, create, and delete SAFe stories to ensure user stories are ready for development with correct acceptance criteria and that the product backlog is transparent, evident, and understood by enterprise stakeholders.
• Creates product vision and roadmap to ensure alignment with the vision, goals, and objectives of the EPMO and DoIT leadership overall strategy.
• Guides product development and scrum teams in implementing a product's vision and roadmap.
• Conveys changes in customer requirements and vision to the development teams.
• Initiates and participates in Sprint review discussions, providing feedback and identifying areas of improvement.
• Participates in Change Approval Board 'Go/No Go' meetings to approve product changes presented for approval to move forward to production go-live.
• Serves as liaison between Client agency stakeholders, DoIT Leadership, and development teams to ensure all have proper buy-in, receive communications regarding issues and risks escalated, and direction on future releases.
• Acts as customer advocate to communicate product's vision and goals to the team.
• Collaborates with prospective users and clients to understand and anticipate their needs and translate them into product requirements.
• Utilizes Agile, Waterfall, and Software Development Life Cycle project management methodologies in performance of duties.
10% Serves as full line supervisor:
• Assigns and reviews work.
• Provides guidance and training to assigned staff.
• Counsels staff regarding work performance.
• Reassigns staff to meet day-to-day operating needs.
• Establishes annual goals and objectives.
• Approves time off.
• Adjusts first level grievances.
• Effectively recommends and imposes discipline, up to and including discharge.
• Prepares and signs performance evaluations.
• Determines and recommends staffing needs.

5% Keeps abreast of new developments in the business process engineering, service reporting, and management area:
• Maintains and improves analytical, design, facilitation, and technical skills through attending in-house educational offerings, vendor delivered training, and involvement in professional societies and user groups.
• Develops training materials and provides one-on-one training to and orientation of new EPMO staff.
5% Performs all other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in Information Technology, Management Information Systems, Computer Science, or related field.
  2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in computer science or a related Information Technology field.
  3. Requires four (4) years of professional experience supervising a team of professional staff in an information technology environment.

Preferred Qualifications (In Order of Significance):
  1. Bachelor's or Master's Degree in business administration, computer science, or engineering, or equivalent experience.
  2. Four (4) years of professional experience formulating and implementing policies and processes for the total management process of information technology and telecommunication services/operations for a professional organization.
  3. Four (4) years of professional experience in project and product management.
  4. Four (4) years of professional experience performing business analysis.
  5. Four (4) years of professional experience with IT Governance facilitation and implementation.
  6. Four (4) years of professional experience with business process design and business process engineering definition and modeling.
  7. Four (4) years of professional experience with Agile, Waterfall, and Software Development Life Cycle project management methodologies.
  8. Ability to analyze and solve administrative, system, and product issues.
  9. Ability to maintain professional working relationships.
  10. Developed verbal and written communication skills to present information to others with clarity and precision.
  11. Six Sigma training or certification.
