DESCRIPTION OF DUTIES
  • Perform cluster detection and response activities to identify localized outbreaks and contribute to timely intervention strategies.
  • Apply advanced statistical methodologies to perform and assist with cluster analysis, providing insights into HIV transmission patterns and aiding targeted response strategies.
  • Assist in identifying and addressing gaps in programs and services revealed by cluster detection and response efforts, ensuring a comprehensive public health approach.
  • Work collaboratively with the Bureau of HIV/STD and Viral Hepatitis Prevention and Bureau of Epidemiology on cluster-related matters, fostering cross-functional collaboration.
  • Gather required investigational findings related to clusters and outbreaks, synthesizing them into comprehensive reports for internal and external stakeholders.
  • Collaborate with internal and external stakeholders, including healthcare professionals, community leaders, and other relevant entities, to enhance the effectiveness of cluster detection and response initiatives.
  • Apply knowledge and experience using data analysis software, particularly SAS, to conduct a thorough analysis and draw meaningful insights from complex datasets.
  • Utilize data visualization software, such as Power BI, to create clear and impactful visual representations of epidemiological data for effective communication.
  • Support other internal projects and be proactive, resourceful, self-directed, highly organized, and able to work independently and efficiently.

WORKING CONDITIONSThe position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Master's degree in Public Health, Epidemiology, or Biostatistics with at least two advanced statistical courses taken during graduate program.
EXPERIENCE REQUIREMENTSFour years of experience in public health, epidemiology, or biostatistics; with at least two years of biostatistics experience. Candidates must pass a skills test in statistical or script development programming.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
To excel in this role, we prefer candidates with the following qualifications:
Education:
  • A Master's or Doctoral degree in Epidemiology, Biostatistics, or a related field.

Experience:
  • Experience in public health surveillance, informatics, or epidemiology is preferred.
  • Proven experience in epidemiological research and statistical analysis, preferably in a public health setting.
  • Experience with data analysis in SAS is strongly preferred (proficiency with multiple statistical programs a plus).
  • Experience with advanced methods (e.g., multiple imputations, geospatial analyses, etc.), manuscript, and presentation preparation is desirable.
  • Knowledge of additional specialized software (e.g., SQL, Python) is welcomed.
  • Experience in data visualization, setting objectives and goals, and tracking progress toward measures preferred.
  • Experience in building data collection tools and managing data preferred.
Certifications:
  • Certification in Epidemiology or Biostatistics and any relevant certifications such as the Certified in Public Health (CPH) credential.

Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
