Nature of Work
This is technical work involving sample collection, laboratory testing, report preparation and record maintenance in support of the Utility Services Department. The incumbent will show initiative in completing routine assignments with minimal supervision and exercise reasonable independent judgment. The Environmental Technician I is supervised by the Environmental Laboratory Technician II.
Essential Functions and Responsibilities

• Collects water and wastewater samples using state approved techniques and procedures from various locations throughout Bay County.
• Maintains comprehensive field records and prepares field sampling reports as necessary concerning sample collection and/or inspection activities.
• Reviews, compiles, and maintains data and records necessary to support the County's wastewater and water operations and related programs.
• Performs routine maintenance of all sampling equipment including sample containers.
• Conducts field or laboratory analyses.
• Prepares routine laboratory reports as needed.
• Regular reliable full time attendance as scheduled
• The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
• Performs other related duties as assigned.

Minimum Qualifications

• Associates degree in science or a high school diploma and 2 years' experience required.
• Must obtain a FIPA Pretreatment Class C certificate within 2 years.
• Must be able to comprehend, speak and read the English language.
• Must have and maintain good interpersonal and communication skills to deal with the public.
• Must be able to pass a thorough background check to obtain clearance on a Federal Military facility.

LICENSES AND/OR CERTIFICATIONS:
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Knowledge, Abilities and Skills

• Knowledge of water, wastewater and groundwater sample collection and preservation techniques.
• Knowledge of analytical procedures for routine analyzes of water and wastewater samples.
• Knowledge of the physical, chemical and biological concepts related to wastewater and water treatment.
• Skilled in the use of benchtop and field masters.
• Must have good interpersonal and communication skills to deal with public.
• Outstanding project management and organizational skills.
• Excellent oral and written communication skills.
• Ability to maintain comprehensive records of data measurements and observations concerning sampling and inspection activities.
• Ability to interpret data concerning water and wastewater treatment operations.
• Ability to perform maintenance on sampling equipment and field equipment.
• Ability to understand and follow complex instructions, both verbal and written.
• Ability to communicate clearly and effectively, both orally and in writing.
• Ability to complete assignments with minimal supervision.
• Ability to use personal computer for work processing and data management.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed outdoors in varying and adverse weather; work in water, brush and ditches. Work requires moderate exposure to one or more disagreeable conditions (i.e., irate customers, inclement weather, excessive noise, extreme temperatures, odors or dust).
This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations.
Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Ability to frequently lift and carry equipment 25-50lbs. and on occasion up to 100 pounds; manual dexterity and mobility; intermittent exertion when performing duties.
