GENERAL
The Environmental SafetyHealth Officer is responsible for the development, organization, execution, and assessment of the Contractor’s safety program. ESHO shall carry out all comprehensive requirements for the safety of the contract and military installation and shall be responsible for all Safety and compliance reporting to include EOSH compliance, Environmental Safety, Hazcom/GHS, Recycling, Solid and Hazardous Waste, Emergency Preparedness, Fire Prevention, and others. ESHO shall work jointly with construction field personnel to help oversee projects from Award to Completion.
 
EXAMPLES OF ESSENTIAL DUTIES:
  • Assist and represent the Project Manager with onsite training and the day-to-day onsite implementation and enforcement of the accepted Accident Prevention Plan (APP).
  • Be assigned to the site on a full-time basis for the duration of field activities. The ESHO shall have no duties other than safety- and Health-related duties. If operations are performed during more than one work shift per day. A site ESHO shall be present for each shift.
  • Have authority to ensure site compliance with specified Safety and Health requirements. federal. state and OSHA regulations and all aspects of the APP including, but not limited to, activity hazard analyses, and air monitoring. use of PPE. Environmental control, standard operating procedures used to minimize hazards, and safe use of engineering controls. the emergency response plan, and the spill containment program. and preparation of records by performing a daily Safety and Health inspection and documenting results on the Daily Safety Inspection Log in accordance with 29 CFR l 904.
  • Have the authority to stop work if unacceptable health or safety conditions exist and take necessary action to re-establish and maintain safe working conditions.
  • Consult with and coordinate any modifications to the APP with the Project Manager, Environmental Superintendent, Quality Control Manager, and the Government.
  • Serve as a member of the Contractor's quality control staff on matters relating to Safety and Health.
  • Conduct accident investigations and prepare accident reports.
  • Conduct daily safety inspections and document Safety and Health findings in the Daily Safety Inspection Log and track noted Safety and Health deficiencies to ensure that they are corrected.
  • Conduct emergency response training which shall include the following: procedures, spill plans, firefighting plans, posting of emergency numbers, man overboard/abandon ship, and medical support.
  • Recommend corrective actions for identified deficiencies and oversee the corrective actions in coordination with Environmental management and the SHM.
  • Plan and run weekly safety meetings and Activity Hazardous Activity training with in-house trade staff and subcontractors.
  • Perform any additional duties as assigned by Superintendent to ensure the project is completed on schedule.
  • Comply with and enforce all governmental laws, policies, and regulations.
  • Ensure that all company policies and procedures are adhered to by you.
  • All other duties are assigned by management.

MINIMUM QUALIFICATIONS AND REQUIREMENTS:
  • BS Degree in Construction Management, Architecture, Engineering, or a related field highly preferred.
  • Five (5) year experience as a construction Environmental Safety and Health Officer.
  • Completion of 30-Hour General Industry or Construction Industry Safety and Health Training compliant with OSHA Training Institute Guidelines or the equivalent covering the subject of the 30-hour course and EM 385-1- 1.
  • Government Contracting experience preferred. 

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge:
    • Knowledge of the occupational hazards and safety precautions necessary in construction, demolition, etc.
    • Knowledge of the laws and local ordinances regulating construction Environmental safety, including hazardous waste disposal.
    • Ability to understand and carry out oral and written instructions.
    • Knowledge of the hazards involved in the use of light to heavy equipment and power tools and of the safety precautions to be taken.
  • Skills:
    • Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
    • Talking to others to convey information effectively.
    • Teaching others how to do something.
    • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
    • Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
  • Abilities:
    • The ability to communicate information and ideas in speaking so others will understand.
    • The ability to listen to and understand information and ideas through spoken words and sentences.  
    • Ability to understand and follow oral and written instructions.
    • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

PHYSICAL REQUIREMENTS:
  • Must have the use of sensory skills to effectively communicate and interact with other employees and customers by telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.
  • Physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine.  Significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, handling, sitting, pushing, and pulling.
  • The employee must occasionally lift and/ or move up to 50 pounds.

SPECIAL REQUIREMENTS:
  • Possession of a valid, appropriate State CDL (Class C) driver’s license is preferable as an acceptable driving record.
  • Pre-employment drug screen and physical required.
