The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of Public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field at least three days a week. Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and Public Health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to Public Health and the environment and is comprised of six divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; and Environmental Quality. Environmental Quality (EQ) manages and reduces environmental risks and liabilities within the City. It aims to improve air, land, and water quality and to lead the City in environmental stewardship. The Division provides environmental benefits through assessment, policy development, service assurance, and stewardship initiatives for both private sector and municipal operations. The EQ team has an opening for a Environmental Public Health Associate Analyst. This position will work as a member of a close-knit team of specialist and generalists in environmental compliance in the Environmental Management and Operations (EMO) section. EMO's work principally addresses municipal operations and facilities. Work assignments for this position will be spread among several regulatory programs, including solid and hazardous waste management and stormwater protection, but this position is created in part to focus on assessment and control of air pollution emissions from municipal operations. This position will require regular and frequent travel, 2 to 4 days a week, between City sites to assess conditions and work with site staff to correct problems, or improve already compliant operations. As part of the broader EQ team, this position will be assigned emergency response duties necessary for environmental protection.
Job duties and responsibilities of this position include, but are not limited to, the following:
  • Perform frequent and repeat travel to active City facilities, properties, and work sites to assess conditions and practices in regard to minimizing waste and pollution, and meeting legal and regulatory obligations;
  • Craft and author professional quality reports and communications of findings;
  • Integrate knowledge and information gained from experience, training and resources with results of assessments to solve problems and implement solutions;
  • Read, understand, learn and grow in knowledge and ability to work within state and federal regulatory frameworks, especially regarding regulation of sources of air pollution per CAA, and hazardous and solid waste disposal per RCRA.
  • Complete forms and contribute to special communications to regulatory agencies or partner organizations regarding conditions of environmental compliance or non-compliance;
  • Fully integrate your work, almost daily, with the work of teammates sharing similar regulatory compliance duties;
  • Work in the office, from a dedicated work cubical, to make best use of in-office resources, to attend meetings, and to coordinate with co-workers and other parties to your work.
  • Attend in-person and virtual meetings to coordinate plans and actions, and attend in-person and online trainings on technical subjects;
  • Per the City and the Department's hybrid work policy, and as specific job assignments allow, work from home, or similar remote office setting, using City provided PC, mobile device, and communications hardware and software to work productively, furthering your assignments, in lieu of being in-office;
  • Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE's responsibilities outlined in the City's Emergency Operations Plan. This will require being 'on-call' roughly 9 weeks each year to respond to environmental emergencies, and may include over-time work and pay. Training will be provided commensurate with assigned duties;
  • Other duties as assigned.

About You
Our ideal candidate will have:
  • A bachelors degree in a field related to assessment of the environment or environmental protection;
  • One to three years of experience working in the field, in a hands-on role, to assess environmental conditions of land, water, air, or commercial work sites and buildings;
  • Specific interest, as demonstrated by education or prior work experience, in assessment and control of air pollution from commercial and industrial operations and stationary sources.
  • Demonstrated education or experience working with others in a team setting to identify technical and regulatory problems, and engage a diverse group of partners to formulate and implement solutions.

  • Education requirement: Bachelor's Degree in Public Health, Environmental Health, or in a related field based on a specific position.
  • Experience Requirement: One (1) year of professional experience conducting research and analysis on a variety of environmental or Public Health issues or conducting environmental or Public Health inspections and investigations to ensure compliance with regulations and standards.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • License/Certifications: Requires a valid Driver's License at the time of application.
  • Licenses and certifications must be kept current as a condition of employment.
