Summary
Gateway National Recreation Area located at Staten Island, NY, was established as one of America's first urban national parks and encompasses nearly 27,000 acres of land and water, including bay and ocean shoreline in New York and New Jersey. The park includes a wildlife refuge, mature maritime holly forest, ocean dunes and coastal uplands, former military fortifications and facilities, and the oldest continuously operating lighthouse in the United States.

Duties
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
Major duties for this position include but are not limited to the following examples:
  • Evaluates a wide variety of planning efforts and projects to determine potential environmental effects and ensures compliance with applicable policies and regulations.
  • Coordinates, prepares, or assists in the writing of Environmental Assessments, Environmental Impact Statements and other compliance documentation that is technically adequate and conforms to National Environmental Policy Act (NEPA), National Historic Preservation Act, and other NPS regulations, policies and guidelines.
  • Organization and management of the planning, environmental review and public involvement process for assigned projects as an interdisciplinary team leader or member.
  • Identifies potential problems, assesses impact, and determines mitigation measures associated with assigned tasks to ensure due consideration is given to reducing the environmental impacts of the parks planning and mission.
  • Determines scope, framework, format and content of major planning efforts including determining management objectives, impact topics, and impact analysis.

  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. If selected, you must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Qualifications
All qualifications must be met by the closing date of this announcement-12/18/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing the production of environmental compliance documents and functions as a compliance coordinator leading or coordinating all aspects of the compliance process to ensure adherence with the National Environmental Protection Act (NEPA) and other federal environmental laws; reviewing proposed actions and ensuring that environmental effects are considered in planning and decision-making, that these considerations are documented, and where applicable, an opportunity is provided for public involvement; establishing and maintaining effective working relationships with project managers and interdisciplinary team members in minimizing environmental impacts; coordinating or consulting with various Federal resource and regulatory agencies and non-government entities regarding environmental issues; preparing environmental documents for projects that may affect resources and values of a federal land management agency; managing the consultation process with federal and state agencies such as the US Fish and Wildlife Service, National Oceanic and Atmospheric Administration, State Historic Preservation Offices. ** you must demonstrate at least 4 of the above examples in your resume**. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.
Physical Demands: Work is primarily sedentary in an office environment, but may require limited physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Operation of and travel within motor vehicles is required.
Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can occasionally involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
