The Position

The Port of Portland is hiring a Environmental Planner!

About Us: Here at the Port, the Environmental Planning group works with a broad range of seasoned environmental professionals in the areas of Air Quality, Energy, Natural Resources, Land Quality, Waste Minimization and Water Resources. We are dedicated to integrating sustainable solutions into our environmental planning approach for complex challenges.We're looking for an Environmental Planner to work as part of a team that plays a key role successfully incorporating the full range of environmental considerations into the Port's business decisions.

Your Role:
As an integral part of our Environmental Planning Team, you'll have the opportunity to contribute to meaningful projects that shape the future of our communities, infrastructure and ecosystems. Our reasonability to ensure that projects are developed in an environmentally responsible manner while balancing the need for economic development with the protection of natural resources and our communities

Essential Job Duties

Program Delivery:

  • Provide professional service within the Environmental Department’s planning processes related to Port projects, initiatives, transactions, programs, and other work.
  • Support development of requirements, schedules, budgets, and business cases reflective of environmental goals and Port policies and in accordance with established program protocols.
  • Ensure consistent, thorough, high quality and defensible technical review is performed by relevant environmental Subject Matter Experts in a timely manner.
  • Ensure that environmental input is documented, provided to the business, and successfully integrated, or that clear rationale is documented by the business.
  • Continuously demonstrate a customer-oriented ethic and seek out opportunities to improve program tools and processes.
  • May oversee work products of consultants or contingent workers.
Subject Matter Expert:
  • Function as an internal expert regarding relevant issues that affect Port business.
  • Represent the Port on a broad range of related environmental issues both within and outside of the Port.
Environmental Management System (EMS) support:
  • In partnership with department management, provide support for the ongoing implementation of the Port’s Environmental Management System (EMS).

Minimum Qualifications



Education

Bachelor’s
Environmental Planning, Environmental Science, Planning, or related field.

Master’s
Preferred

2-4
Progressively responsible work experience in functional area, including sustainable project design, managing complex environmental issues, or the equivalent combination of education and/or relevant experience.


License and/or Certification:
  • Maintain a valid state drivers' license required
  • Ability to pass and maintain a Criminal History Records check and Security Threat Assessment required for a PDX Security Badge required
  • Ability to obtain and maintain TWIC security badge
Knowledge:
  • Federal, state, and local environmental regulations, codes, rules, laws, guidance, and policy statements.
  • Environmental planning project and process management principles.
  • Environmental media areas.
  • Tailor content to various audiences.
  • Sustainability Rating Systems.
Skills:
  • Complex project and process management, including process mapping, budgets, schedules, scope, and personnel coordination.
  • Use MS Office
  • Apply a broad range of knowledge to the completion of varied, complex, and challenging assignments.
  • Facilitate group discussions to reach agreements that balance competing business priorities.
  • Resolve problems with minimal conflict and motivate colleagues to collaborate
  • Multitask in a high energy environment.
  • Proactively work through ambiguity.
  • Orient, train and oversee performance of peers on support tasks.

Selection Process (dates subject to change):
  • A minimum qualification evaluation of education, training and experience of submitted application packets will take place by Human Resources the week of April 1, 2024.
  • A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
  • Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step approximately the week of April 15, 2024 with second-round panel interviews approximately the week of April 25, 2024.
