Job description

Grade 14                Non-Bargaining Unit                                          FLSA:  Exempt

BASIC FUNCTION

Provide leadership, guidance, and oversight across the VTSU Campuses regarding Environmental Health and Safety. Oversee campus Safety Committees, ensuring best practices, regular meetings and annual work plans. Develop required Environmental Health and Safety plans for all campuses, such as: Chemical Hygiene, HazComm, and Environmental Air Quality. Responsible for OSHA compliance and training.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Draft, update, disseminate, and oversee implementation of a VTSU Chemical Hygiene Plan and a Hazcomm plan on each VSC campus, including lab-specific protocols. Serve as Chemical Hygiene Officer for the University.
  • Update, disseminate, and oversee implementation of a VTSU Respiratory Protection Program.
  • Oversee and ensure compliance with OSHA; Environmental Health and indoor air quality standards; and other standards related to the safe operation of University campuses.
  • Develop and enforce lab inspection protocols and upgrade planning;
  • Ensure that all VTSU employees receive the appropriate Health and Safety-related trainings and certifications annually, based on job descriptions and required duties. Work with VTSU HR to document trainings and develop systems for efficient delivery.
  • Ensure that professional development and other resources exist to address workplace ergonomics;
  • Advise facilities, physical plant, public safety, human resources, lab techs and other staff system-wide on a variety of risk management issues related to Environmental Health and Safety.
  • Update and/or develop policies (as necessary) related to both Health and Safety issues on campus.
  • Oversee and advise campus Safety Committees; establish and reinforce uniform approaches.
  • Participate in campus Incident Response Team planning; assist in the development of Emergency Action Plans; advise on training and drilling.
  • Advise/coordinate with campus-based facilities staff regarding Agency of Education OCR inspections and visits from accrediting bodies as they pertain to Environmental Health and Safety.
  • Develop training plans for new faculty, techs and users of labs.
  • Organize, identify and complete permits pertaining to Health and Safety, such as environmental permits, fire safety permits, and operating permits.
  • Share/spread/develop best practices across institutions to maximize efficiencies.
  • Perform other related duties as

General supervision from the Assistant Vice President of Campus Operations.

SUPERVISION EXERCISED

May supervise support staff.

MINIMUM QUALIFICATIONS

Bachelor's degree in Environmental Health, Safety Engineering, or Occupational Health with at least 5 years related experience in Environmental Health and Safety or a combination of education and experience from which comparable knowledge and skills are acquired.

PREFERRED QUALIFICATIONS

  • Extensive environmental, safety, health compliance knowledge/skills, preferably in a higher education or other institutional setting.
  • HAZWOPER certification.
  • Ability to travel extensively to VTSU campuses.
  • Possess project management and time management skills, ability to multi-task and problem solve with ease.
  • Possess good written, oral and computer communication skills to convey information to employees, managers and contractors.
  • Assess risks and identify hazards in the workplace to create a safe and healthy environment.
  • Good organizational skills.
  • Ability to train employees or teams on a regular basis on all areas of Health and Safety
  • General knowledge re: the proper maintenance of equipment, machinery and facilities in general, such as fire alarms and sprinklers, HVAC systems, and parking areas.
  • Ability/experience inspecting and conducting inventory of personal protective equipment.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge:

  • Knowledge of state and federal regulations in the areas of OSHA/ VOSHA, ADA, etc.
  • Thorough knowledge of required trainings for campus staff.
  • Extensive knowledge of written plans, documentation and reports required in the field.
  • Working ability/knowledge of software systems ranging from Microsoft suite to software designed to manage compliance, training, etc.

Skills:

  • Strong planning, administrative, and organizational skills.
  • Good budget management and supervisory skills.
  • Experience developing reports.
  • Strong interpersonal skills for working with a wide range of VTSU constituencies.

Abilities:

  • Ability to read and interpret complex regulations.
  • Ability to deal effectively with fellow employees, members of the VTSU community and a diverse range of other constituents.
  • Ability to communicate effectively, verbally, and in writing with various audiences, including presentations to the VTSU Executive Leadership Team, VSC Board of Trustees and the BoT Facilities and Finance Committee.
  • Demonstrated ability to support a diverse community and promote diverse perspectives, cultures in an inclusive environment.
  • Demonstrated ability and commitment to staying abreast of emerging best practices in the industry.

Location: Any of the five Vermont State campuses with travel to other VTSU campuses.
