Program overview and responsibilities
Noblis supports the Department of Defense (DoD) in the technical evaluation and oversight of their environmental restoration program and management of complex sites and remediation technologies. Noblis provides technical support to DoD legacy and emerging contaminant issues, including per- and polyfluoroalkyl substances (PFAS) programmatic planning; geological, hydrologic, and contmianant fate and transport conceptual site model assessments; remedial investigation recommendations; remedial technology design and evaluation; regulatory and policy issues; and life-cycle adaptive restoration management. Our team of experts work closely with DoD managers in developing and implementing processes to ensure that environmental remediation progress is successfully proceeding to meet program objectives.
The Noblis Environmental Data/GIS Specialist provides technical and program level support to various DoD clients in the areas of managing and transforming environmental data in order to elucidate conditions to internal and external clients. As part of our robust technical support, the Noblis Environmental Data/GIS Specialist manages extensive environmental datasets, including the compilation and transformation of data, appending of data from various sources, and regular updates when new sampling data is available. The Noblis Data Specialist then creates visualizations from this data for use in understanding complex environmental conditions and recommending a path forward for complex DoD environmental sites.
General responsibilities include:
  • Design, analyze and develop geo-spatial solutions and product specifications for global geo-spatial images and vector products. Performs geographic information systems (GIS) analyses. Plans, designs, develops, documents and analyzes spatial and relational databases. Applies software to manage spatial and related tabular data. Builds databases by capturing map information with coordinate digitizer. Produces computer map products depicting contents of databases. Locates sources of GIS data.
  • Responsible for learning and using Noblis' standard principles, concepts, processes, structure, techniques, tools, and methodologies to solve routine real-world problems using basic skills. Apply particular project or technical/functional area knowledge and concepts and operate with close supervision, following direction and guidance from others. Engage independently in activities such as research, data gathering, data manipulation and interpretation; consolidate findings and identify key themes from gathered data and analysis. Begin to demonstrate personal flexibility through learning and self-development and the ability to communicate effectively with others.

Specific responsibilities include:
  • Compilation and transformation of environmental data from various external sources;
  • Use of ArcGIS and other environmental data visualization software to create maps and depictions for data analysis;
  • 3D and 2D visualization of data to include geographic, analytical, and financial;
  • Integration of multi-disciplinary studies;
  • Ability to conduct quality assurance on environmental data sets and work products;
  • Collaboration with internal and external clients to meet evolving needs;
  • Domestic travel may be required.

Required Qualifications
  • Bachelor's degree in Geology, Environmental Science, Engineering, or related field;
  • Proof of U.S. citizenship
  • 3 years experience, which may include full-time internships, academic projects, and/or professional experience working in a field related to environmental sciences or use of GIS;
  • Geographic Information Systems (GIS) - understanding of principles of GIS
  • Extensive knowledge of scientific principles;
  • The ability to think independently, to work in group environments, and to represent Noblis in a professional manner;
  • Demonstrated organizational, interpersonal, technical writing and presentation skills;
  • Experience using MS Office software including:
    • MS Access (import export data, build tables, design and execute queries)
    • Excel
    • Word
    • PowerPoint
  • Ability to manage client expectations at multiple organizational levels

Desired Qualifications
Master's degree in Geology, Environmental Science, Engineering, or related field

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

USD $61,600.00 - USD $107,800.00 /Yr.
