ENVIRONMENTAL COMPLIANCE SUPERINTENDENT

SALARY RANGE: $72,800-$118,664

Plant City, FL

Position Summary:

The position is responsible for all aspects of managing the Environmental Compliance Division including, but not limited to: recommendation in hiring, direct supervision of four Section/Program Coordinators and indirect supervision of one Technician; all associated responsibilities related to personnel issues (payroll, scheduling, work assignment and review, disciplinary actions, performance assessment, etc.); developing and implementing an approximately $500K budget; and managing inventory and assets, managing property/facilities and fleet (3 buildings, 5 vehicles), etc. The Environmental Compliance Superintendent will oversee the City’s WRF Industrial Pretreatment program, the Water Conservation Program, the City’s MS4 permit, and overall ENVIRONMENTAL COMPLIANCE for the City’s Utilities Department.

  • Meets with staff members to review work and provide support and direction as needed.
  • Reviews and approves staff work products before they are forwarded to other local, state, or federal agencies.
  • Approves work schedules. Reviews and approves staff payroll and leave requests. Evaluates performance of staff members.
  • Oversees and assists the coordinator with state mandated Stormwater Permit Compliance Program.
  • Oversees and assists the coordinator or specialist with a state mandated Industrial Pretreatment Compliance Program. Must have comprehensive understanding of the Florida Administrative Code on Industrial Pretreatment (Chapter 62-625).
  • Oversees and assists the coordinator with a Water Conservation Program.
  • Oversees and assists the coordinator with a state mandated Potable Water Backflow Compliance Program.
  • Develops, implements, and assists staff with a Fats, Oils and Grease Control Program.
  • Addresses other managerial tasks (i.e., monthly/annual reports, studies, strategic planning, training, etc.).
  • Interacts with the public and regulated entities through meetings, inspections, investigations, education initiatives, etc.
  • Develops, implements, and manages a $500K budget.
  • Meets with department heads, managers, supervisors, vendors, and others to solicit cooperation and resolve problems.
  • Represents the City at regional and state level meetings related to environmental regulations.
  • Keeps abreast of changes in the various programs under supervision by attending trainings and conferences as the City budget allows.

Knowledge, Skills, and Abilities:

  • Knowledge of chemistry and biology; local, federal and Florida state discharge limits.
  • Knowledge of and comprehensive understanding of Florida’s Industrial Pretreatment program and associated rules in the Florida Administrative Code.
  • Knowledge of scientific equipment and instruments used in wastewater sampling and analysis.
  • Knowledge of inspection and investigation techniques, laboratory controls and sampling techniques and analysis, pollution sources and back-flow prevention.
  • Knowledge of safety hazards associated with stormwater and wastewater collection and treatment and appropriate precautions.
  • Knowledge and experience working with the Water Information Management Systems (WIMS) for water and wastewater data, or knowledge and experience working with the electronic databases for water and wastewater
  • Knowledge of building and plumbing plan review.
  • Knowledge of industrial waste, hazardous waste, wastewater treatment and wastewater collections.
  • Ability to research and evaluate laboratory data.
  • Ability to prepare and submit accurate and complete reports on the monitoring programs.
  • Ability to establish and maintain effective working relationships with co-workers, management, public and business officials.
  • Ability to communicate effectively both orally and in writing.
  • Ability to prioritize, plan, organize, make logical conclusions, and initiate appropriate action.
  • Skill at completing difficult and complex work involving non-residential wastewater including the testing, regulatory compliance, and water quality analysis.
  • Skill at selecting methods and procedures required to implement regulatory requirements of the City’s industrial wastewater pretreatment and stormwater programs efficiently and effectively.
  • Knowledge of Microsoft Office Suite products.

Education and Experience:

  • Graduation from an accredit four-year college or university with a bachelor’s degree in physical science, natural science, engineering, or related field.
  • A Minimum of 3 years of supervisory experience.
  • Five years of experience in industrial compliance inspections, cross connection inspections, technical experience in backflow and/or water treatment systems, stormwater inspections and testing flow monitoring and sampling.
  • A combination of education, training and experience may be substituted at the City’s discretion.

Certificates and Licenses:

  • Possession of an Industrial Pretreatment “C” level or higher certificate or equivalent or must secure one within six months of hire.
  • Possession of a FOG level I certificate or equivalent or must secure one within one year of hire.
  • Valid Florida driver’s license and be insurable by the City’s current insurance provider.

Supervisory Responsibilities:

  • Direct supervision of four (4) Section/Program Coordinators and indirect supervision of one (1) Technician.
