- Provides program and project management, planning, development, administration, resource allocation/budgeting, interpretation and implementation of federal, state and local regulations for the Industrial Pretreatment Program (IPP), Sanitary Sewer Overflow (SSO) Program, Mercury Minimization Program and Pfizer's Pharmaceutical Exemption.
- Provides program and project management, planning, development, administration, resource allocation/budgeting, interpretation and implementation of federal, state and local regulations for the Cross Connection Control Program.
- Submits required compliance status reports to Michigan Department of Environmental Quality (MDEQ) per City rules and regulations.
- Reviews inspection reports and pertinent sampling data for compliance with IPP and Cross Connection Control Program requirements and local ordinances; establishes and prioritizes inspection schedule; approves findings and substantiates corrective action mandate upon customers.
- Provides program development, planning and implementation of Surcharge Cost Recovery Program per City Ordinance Chapter 28; monitors activities, verifies accurate billing of industrial users and municipal customers.
- Provides development and implementation of enforcement response plan; determination of enforcement actions for violations within the IPP and Cross Connection Control Program.
- Provides support to wastewater operations personnel to problem solve wastewater treatment difficulties including plant upset and interference.
- Supervises and evaluates staff including the delegation of work, performance reviews, training and development, and discipline in accordance with City policies, procedures and union contracts.
- Performs other related duties, as assigned.
Essential Qualifications
- Bachelor's Degree in Environmental Science or a related field.
- Minimum of three (3) years of environmental services experience, preferably with a municipality.
- Knowledge of wastewater systems operations.
- Knowledge of water system operations.
- Knowledge of industrial pretreatment systems, and plumbing and mechanical aptitude.
- Strong report and technical writing skills.
- Strong, clear communicator and excellent interpersonal skills; proven ability to effectively and positively communicate with the public and all levels within the organization.
- Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines.
- Strong organizational and multi-tasking and skills.
