Job description

Under direct supervision of the Chief Environmental Compliance and Ethics Officer, the incumbent shall be responsible for the management and administration of construction generated wastes, including excavated materials and residuals from infrastructure maintenance, urgent repairs, planned construction, surface restoration and catch basin, manhole, and sewer line cleaning associated with field operations and capital projects.
RESPONSIBILITIES

  • Advance PWSA’s program and policies for management and disposal of construction generated wastes, including excavated materials and residuals from infrastructure maintenance, such as catch basin, manhole, and sewer line cleaning
  • Perform environmental due diligence for Clean Fill determination using on-line resources including mapping, GIS layers and field assessment of project sites
  • Coordinate closely with PWSA Field Operations and Engineering groups on construction generated wastes and projects requiring support. Act as a resource to these groups for questions related to construction generated wastes and disposal
  • Review Environmental Protection Plan and Waste Management Plan shop drawings for construction projects ensuring compliance and making recommendations
  • Manage development and maintenance of waste characterization, waste profiles, and 3rd party authorizations with Clean Fill sites, landfills, waste treatment facilities, and other disposal sites
  • Manage contractors to perform as needed sampling of waste material and perform review and analysis of laboratory reports for determination of material classification and disposal requirements
  • Maintain documentation of construction generated waste materials, disposal locations, volumes, and documentation
  • Review disposal records and manifests for documentation and historical purposes
  • Coordinate with multiple projects simultaneously and communicate with stakeholders
  • Investigate discrepancies and issues related to generator and disposal of construction generated waste material. Prepare summary report of findings and recommendations
  • Stay up to date on policies, regulations, trainings, and certifications associated with management and disposal of construction generated wastes
  • Provide training and tailgates on management of construction generated waste
  • Report to supervisor any observed or suspected acts of non-compliance
  • Perform other related Environmental Compliance, waste management, or inspection tasks as assigned or required
KNOWLEDGE, SKILLS & ABILITIES
  • Strong familiarity with construction activities such as trenching, excavation and hydro-excavation and infrastructure maintenance such as Vactor work
  • Familiarity with analysis of soil and waste materials and ability to review laboratory reports in comparison to regulatory standards
  • Extensive ability to manage and prioritize a heavy workload while meeting deadlines
  • Critical thinker and problem solver
  • Strong ability to communicate effectively, both orally and in writing
  • Possess sound judgement, logical reasoning, integrity, and good ethics
  • Establish and maintain effective working relationships with one’s supervisor, colleagues, outside agencies, government officials, community representatives, and the public
  • Proficient in Microsoft Office Suite with the ability to operate a personal computer and other office equipment as required
EDUCATION / EXPERIENCE REQUIREMENTS:
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
  • Bachelor’s degree in Environmental, Sustainability, Physical Science, Construction, or a closely related field
  • Three (3) years of related experience in sustainability, construction or environmental
  • The following training is required (Initial training will be provided if necessary):
40-hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER)
RCRA Hazardous Waste, Small Quality Generator Overview
DOT – Hazardous Material, Hazard Awareness, and Security Training per 49CFR172.704
GENERAL REQUIREMENTS:
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency in Allegheny County at the time of appointment and remain a resident throughout employment with the PWSA.
SUPERVISION EXERCISED / RECEIVED
No direct reports / Will receive supervision directly from Chief Environmental Compliance & Ethics Officer.
PHYSICAL DEMANDS

The physical demands consist of walking, climbing stairs, finger movements including fine dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly. Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs.
CONDITIONS
The noise level of this work environment is normally quiet; however, occasionally very loud. Regular exposure to general office noise as well as sounds associated with equipment and alarms. Occasional exposure to all types of outside weather conditions. Occasionally works near moving mechanical parts, heavy equipment and vehicles. Occasional exposure to lights, noise, fuels and chemicals associated with heavy equipment and water treatment/distribution.
Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.
MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.

Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
