Job Title: EHP Specialist

Department: Operations

Reports to: Project Manager

Location: Guaynabo, Puerto Rico ON-SITE


Job Summary:

Responsible for review of a wide range of environmental, scientific, technical, management, engineering, socio-economic, and legal issues for FEMA programs compliance. This individual will make recommendations on environmental, Historic Preservation policy and procedures; program guidance and environmental/Historic Preservation compliance issues. This person will be responsible for preparation and/or review of studies, written reports, charts, graphs, maps, and other documentation describing the technical methods and results of surveys of properties identified for environmental impact statements, environmental assessments, survey reports, and design memoranda.


Duties and Responsibilities:

  • Conduct various environmental analyses (field and desktop), develop recommendations, and prepare technical reports under National Environmental Policy Act (NEPA) and applicable Puerto Rico regulations and programs.
  • Prepare NEPA documentation including Environmental Assessments (EAs), Categorical Exclusions (CEs), and Environmental Impact Statements (EISs).
  • Conduct Section 4(f) and Section 6(f) coordination and documentation.
  • Conduct Compliance Review and provide quality assurance and quality control for all final products to ensure technical accuracy and regulatory compliance.
  • Evaluate resources for National Register of Historic Places, develop resource management recommendations, assess project effects on resources, and provide high level support to address complex management challenges that require technical or regulatory knowledge.
  • Provide technical expertise in architectural history, including technical approach development, self-directed technical analysis and documentation, and collaboration with junior and senior technical colleagues.
  • Makes recommendations on Historic Preservation policy and procedures, and program guidance and training information on Historic Preservation compliance issues.
  • Analyzes and recommends implementation of guidance, policies, procedures, and directives to enhance Historic Preservation compliance strategies and further integrate considerations into the delivery of FEMA's assistance programs.
  • Identifies historic resource considerations in a Preliminary Damage Assessment (PDA) and undertakings in accordance with the National Historic Preservation Act (NHPA).
  • Develops and maintains liaison with Municipality. Private Sector, COR3, and Federal resource agencies, to coordinate compliance issues, disseminate technical information and maintain knowledge of government-wide programs and initiatives.
  • Develop project-level analysis and programmatic solutions for NEPA and Section 106 compliance (And state compliance, as applicable).
  • Review formulated PA projects for EHP issues.
  • Track project deliverables/documentation for compliance with federal regulations and provide technical support to project staff.
  • Assist in the writing, preparation, and technical review of planning/Environmental and Historical, reports, presentations, visualizations.

Skill and Abilities:

  • Bi-lingual - Ability to effectively communicate in Spanish/English (written and orally).
  • Advanced level of experience in FEMA Environmental, Historical Preservation Programs.
  • Demonstrated ability to interpret PA policy and procedures and read and interpret project guidelines and contracts.
  • Familiarity with ArcGIS and variety of GPS equipment
  • Advanced level of knowledge of disaster recovery, emergency management, and associated state/federal legislation with the ability to research and organize data, prepare written reports, and conduct data analysis.
  • Intermediate or higher capability in use of provided IT and document management tools to create, organize and maintain project documents, including Microsoft Office applications (Word, Outlook, Excel, SharePoint).
  • Ability to work independently with minimal supervision, as well as within a team framework to accomplish objectives under a tight deadline.
  • Self-motivated, organized, detail oriented, flexible with excellent verbal and written communication skills.
  • Ability to work in a time-sensitive, fast-paced team environment.
  • Strong interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a technical and non-technical audience.
  • Critical thinking and problem-solving skills. Strong data visualization skills.
  • Experience applying and interpreting national level and local climate change hazards risk maps and models.

Education/Experience Requirements:

  • Bachelor's degree or higher in Biology, Ecology, Urban Planning, Environmental Science or Environmental Planning, Environmental Engineering, Water Resources, Historic Preservation, Geography Architectural History, Art History, Historic Preservation, or related field.
  • A minimum of 5 years of full-time experience working in FEMA Environmental, Historical Preservation Programs

Preferred Qualifications:

  • CFM, AICL and/or PPL Certifications.
  • Fundamental GIS understanding (cartographic design, geoprocessing, coordinate systems, data development, geodatabase etc.). Experience with ESRI extensions: Spatial & 3D Analyst.
