Job description

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

MassDEP seeks applicants for the position of Environmental Analyst IV (EAIV) within the Bureau of Air and Waste (BAW) Solid Waste Section at MassDEP's Western Regional Office (WERO), located in Springfield, MA.

This position will report to the Section Chief of the Solid Waste Management Section. The Solid Waste Section is charged with implementing regulations, permitting, projects, and other activities that ensure proper management of solid waste and recyclable materials in Massachusetts.  The EAIV will primarily oversee the operation of the Springfield Materials Recycling (MRF) facility as well as perform other solid waste program work inclusive of permitting, compliance & enforcement, and the training and supervision of employees of lesser grade. 

Primary duties include:

- Monitor all aspects of the Springfield Materials Recycling Facility (MRF), including public tours, operator's contract, municipal contracts, all necessary repairs to the facility and the contracts and bidding process required to obtain services. 

-Oversee work provided by professional contractors, work with recycling haulers, calculate and assess public education fees, calculate and oversee municipal payments. 

  -Compile and analyze Springfield MRF data, including review and report production on financials and facility  operations. 

 -Provide technical assistance and support to the Springfield MRF Advisory Board.

 

    -Assist in compliance assessment activities, which may include permit reviews, report reviews and inspections of facilities and locations to evaluate compliance with the Commonwealth's Solid Waste regulations.

 -Review permit applications, certifications, and other documents to determine compliance with 310 CMR 16.00 and 19.000.

 -Train and Supervise Solid Waste Program Staff of a lesser grade as assigned by the Solid Waste Section Chief. 

-Investigate complaints and referrals received from the public, other governmental agencies and other Department Bureaus.

 -Prepare inspection reports in conformance with the Bureau's policies and procedures, which would memorialize the observations made during the inspection and identify noncompliance with the applicable regulations.

 -Assist in the development of enforcement cases and draft enforcement documents in accordance with the Department's guidelines, policies and procedures.

 -The EAIV must have the ability to work professionally and effectively with staff from all Bureaus and offices, management, Department counsel, the Attorney General's Office, other state, federal and local governmental agencies, regulated entities, environmental advocacy groups, citizen groups and members of the general public. 

-Perform other related duties, as required.

 Preferred Qualifications and Experience:

- Strong knowledge of, and experience with, the Solid Waste management regulations; solid waste management and disposal methods; pollution issues resulting from solid waste management facilities; and solid waste / environmental monitoring methods.

-Strong knowledge of, and experience with, Solid Waste and Recycling facility design and operations.

-Ability to train newer employees of a lesser grade on all aspects of the regulation of solid waste management and recycling facilities. 

-Strong knowledge of the processes associated with the Commonwealth bidding, contract procurement, and contract management processes. 

-Ability to communicate clearly and concisely both verbally and in writing.

-Ability to analyze and determine the applicability of environmental data to draw conclusions and make appropriate recommendations.

 -Ability to work independently and to maintain a diplomatic and effective working relationship with coworkers, the general public, regulated community and public officials.

 -Ability to read and interpret technical literature, chemical analyses, laws, regulations, policies, and procedures for governing assignments.

 -Excellent organizational skills

 -Proficiency with Microsoft Office Suite applications (Word, Excel, Outlook, etc.).

 -A valid driver's license is required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

 

Substitutions: 

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*  

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
