The position is designated Statutory Exempt and is exempt from the State Human Resources Act.


The Strategy Team is a small team of resourceful problem solvers. It works with state business and IT leaders to maximize business value of IT to agencies across state government.
The Enterprise IT Strategist is a key member of this team and will work with individuals at all levels of state government to understand the business needs of the state, find commonalities across the agencies, and recommend improvements that impact the state as a whole.
Duties include, but are not limited, to:
  • Assist with the development of the Statewide IT Plan by conducting research, analyzing, collecting and analyzing data, and facilitating collaborative working groups across all levels of state government
  • Assist in the development of the Department's Strategic Plan which helps enable other state agencies to meet their business objectives
  • Develop enterprise IT strategies and plans
  • Work with subject matter experts to analyze requests as part of the state's IT expansion budget review process
  • Serve as staff to the state's IT Strategy Board and its various committees to make strategic recommendations about IT in state government
  • Assist in the development, implementation, and management of governance structures for IT statewide

Applicants must meet both the Education Requirements and ALL Knowledge, Skills and Abilities (KSAs) listed below in order to qualify. Qualified applicants must submit an application that CLEARLY REFLECTS work experience that demonstrates the following:
  • Experience with data, business, or policy analysis/development (e.g., that could be used to develop and/or analyze business cases, strategies, policies, etc.)
  • Demonstrated ability to write for a variety of audiences (e.g., legislative reports, position/policy statements, formalized strategies, strategic plans, guidance for business executives, high-level technical documents)
  • Demonstrated experience leading, facilitating, and/or participating in diverse teams and/or collaborative working sessions

The following Management Preferences are not required, but applicants that possess these skills are preferred:
  • Knowledge of the principles and practices of public administration/policy including but not limited to how state government operates
  • Experience with at least one of the following: business case development, policy development, or strategic planning
  • Experience developing dashboards and/or scorecards to visualize performance metrics

Bachelor's degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and two years of experience in project management, and/or portfolio management;
OR
Associate degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and four years of experience in project management, and/or portfolio management or closely related field; or an equivalent combination of education and experience.REMOTE WORK:
