Job Summary
The Enterprise Compliance Department ("Enterprise Compliance") is responsible for demonstrating and promoting a firm-wide culture of compliance, supported by governance functions, to enable the goals of the Enterprise Chief Compliance Officer ("ECCO"), and the Bank's overall strategic plan, in support the President and Chief Executive Officer and the Board of Directors. Enterprise Compliance is intimately involved with assessing and mitigating risk of ongoing and proposed first-line activities and business initiatives.
Independence of Enterprise Compliance is affirmed by the ECCO's dual reporting lines directly to the Chair of the Board of Directors' Risk Assessment Committee and separately to the President & Chief Executive Officer. Compliance leaders and team members actively participate on key Board-level and management committees, as well as important working groups. The Enterprise Compliance Governance & Oversight (G&O) Senior Manager will be responsible for leading the development and implementation of the Enterprise Compliance G&O framework. This is a pivotal role as the firm and Enterprise Compliance navigates the integration three legacy organizations Compliance Programs and elevates its risk programs to meet the increased regulatory expectations of a financial institution that exceeds $100 billion in assets. The G&O Senior Manager will play a critical role in driving robust governance and oversight initiatives, fostering a culture of continuous improvement, and helping the Bank to continue its focus on strong Compliance risk management practices.
Pay Range: $105,900.00 - $160,238.00 - $203,100.00
Job Responsibilities:
  • Reporting to the Head of Governance, Strategy and Transformation ("HGST") and in close coordination with the HGST, the G&O Senior Manager will be responsible for establishing and maintaining effective G&O processes across Enterprise Compliance, including:
  • Leading the development and implementation of the enterprise-wide compliance risk management G&O framework
  • Manage and coordinate Working Groups, Management Committees, Board and regulatory reporting through development of reporting decks and appropriate metrics
  • Conduct annual self-assessment against Enterprise Compliance Management Committee Charter
  • Serve as central point of contact and coordination for Enterprise Compliance governance and reporting processes
  • Coordinates compliance program documentation maintenance and updates for Enterprise Compliance
  • Partners with stakeholders within the Compliance Department and business partners throughout the organization to manage and mitigate compliance risk
  • Assists in the coordination of first-line policy and procedure updates to ensure program updates are made by business lines in a timely manner
  • Support effective implementation and oversight of the Enterprise Compliance Target Operating Model
  • Drive Enterprise Compliance operational effectiveness and efficiency by tracking and maintaining Budget and Forecast, third party engagements, contracting, onboarding, offboarding, and administration
  • Assists with the management of annual staffing needs assessment processes
  • Foster relationships across all lines of defense
  • Performs special projects, and additional duties and responsibilities as required.
  • Consistently adheres to regulatory and compliance policies and standards linked to the job as listed and complete required compliance trainings. Accountable to maintain compliance with applicable federal, state and local laws and regulations.

REQUIRED QUALIFICATIONS
  • Education level required: Undergraduate Degree (4 years or equivalent) in business administration, finance, risk management, or a related field
  • Minimum experience required: 8+ Years in risk management, compliance, audit, and/or project management within the banking industry
  • In-depth knowledge of regulatory requirements for banks with over $100 billion in assets, including OCC Heightened Standards, Federal Reserve Enhanced Prudential Standards, Basel III, Dodd-Frank Act, and other relevant regulations

  • Strong analytical and problem-solving skills, with the ability to analyze complex issues, develop innovative solutions, and make data-driven decisions
  • Excellent communication, collaboration, and interpersonal skills, with the ability to influence and engage stakeholders at all levels of the organization to convey change initiatives and drive consensus
  • Process optimization and efficiency enhancement capabilities for effective risk management
  • Knowledge of regulatory compliance with an understanding of applicable standards and regulations
  • Proficiency in data analysis and deriving meaningful insights for decision-making
  • Performance monitoring and reporting expertise to track and communicate outcomes
  • Occasional domestic travel required to Flagstar locations including New York City, Troy, MI, and other locations throughout the U.S.
  • Physical demands (ADA): No unusual physical exertion is involved.
