**$10k Sign-On Bonus - $5k at time of hire and $5k after a year of employment.**

The Enterprise Applications Manager is responsible for providing leadership, expertise, and oversight for the enterprise-level software applications utilized within the organization. This role involves managing a team of business application, business intelligence, and GIS (Geographic Information System) support professionals, coordinating with various stakeholders, and ensuring the smooth operation of critical business systems and software applications. The Enterprise Applications Manager plays a vital role in aligning technology solutions with business objectives and driving efficiency, productivity, and innovation across the organization.

  • Responsible for the managerial oversight and effective management of day-to-day enterprise application and GIS operations, including but not limited to, the following functions:
  • Responsible for the effective management of vendor, contractor and budget management related to enterprise application and GIS support and services, including but not limited to the following:
    • Collaborates with vendors and third-party service providers to ensure successful delivery of enterprise application and GIS related projects and services.
    • Manages vendor relationships, negotiates contracts, and monitors performance to ensure compliance with service level agreements and contractual obligations.
    • Responsible for managing the budget allocated to the IT application and GIS operations. Forecasts resource needs, optimizes staffing levels, and justifies budgetary requirements to ensure efficient operation and maintenance of support assets.
    • Establish and monitor service-level agreements (SLAs) for application support and maintenance, ensuring timely incident resolution and system availability.
    • Coordinate with internal and external stakeholders to troubleshoot and resolve complex application issues.
  • Effectively manages, develops and motivates the IT Application and GIS team, to include, but not limited to, the following functions:
    • The effective recruitment, selection and onboarding of IT staff.
    • Continual performance management of staff through evaluations, coaching, development and other opportunities that promote growth, learning, engagement and innovation.
    • Demonstrates effective and professional leadership through active engagement, involvement, and equitable treatment of all staff members. Fosters a culture of collaboration and an innovative IT team mindset.
    • Addresses employee relations issues such as written disciplines, investigations, terminations and offboarding in collaboration with Human Resources and other staff members.
Required
  1. Bachelor's degree in information technology, Computer Science or related field, or equivalent work experience.
  2. Five (5) years of related experience, with at least (3) three years of direct experience managing applications and/or systems management, IT projects and their delivery.
  3. An equivalent combination of the above experience and education to satisfy the minimum requirements of the position.
  4. A valid Texas Driver License, Class C.
Preferred
  • Experience in the public sector and/or working with public sector software applications.
  • Familiarity working with database management systems and SQL.
  • Familiarity working with ESRI GIS (Geographic Information System) solutions.
  • Experience in Business Data Warehouse
  • Experience in ITIL framework
Background Requirements
Candidates offered a position must successfully complete the following:
  • A comprehensive background check, to include nationwide criminal, sex offender, motor vehicle review, education and employment verification, address history and SSN trace.
  • A Criminal Justice Information Services (CJIS) fingerprint criminal background check. Must be able to comply with state and federal requirements for criminal justice security standards.
  • A pre-employment drug and alcohol screen. This position will be subject to random drug and alcohol screening during the length of employment.

  • Advanced technical knowledge with the ability to troubleshoot problems across a range of technology systems, hardware, and software.
  • Advanced knowledge of enterprise software systems, such as ERP, HRIS, and collaboration tools.
  • Knowledge of ESRI GIS (Geographic Information System)
  • Knowledge of IT governance processes.
  • Knowledge in best practices of IT trends, emerging technologies and best practices in IT management.
  • Knowledge of project management methodologies and tools.
  • Advanced skill in interpersonal communication and conflict resolution.
  • Skill in developing and supporting interfaces and automating integrations.
  • Skill in the de-escalation of sensitive or aggressive customer/vendor/citizen issues.
  • Skill in analyzing data, identifying trends and creating actionable data strategies.
  • Strong project management skills and experience with project management methodologies.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.
  • Ability to simultaneously coordinate multiple tasks and priorities and support multiple individuals, teams, and work groups.
  • Ability to establish and maintain project schedules and balance responsibilities for multiple projects.
  • Ability to continually demonstrate practical knowledge, analytical judgements and informed decision-making.
  • Ability to provide technical, practical or functional knowledge related to job functions.
  • Ability to effectively inform, educate, persuade or influence others related to job functions and necessary outcomes.
  • Ability to communicate effectively on technical, interpersonal and professional levels to diverse audiences, communities and interest groups.
  • Ability to effectively lead, motivate, train and engage a team of direct reports.
  • Ability to adapt to changing priorities.
  • Ability to travel to offsite meetings, conferences, and training as needed.

Work Environment and Physical Demands
This job normally operates in a professional, climate-controlled office environment.
This job routinely uses standard office equipment such as computers, phones, copiers, filing cabinets and fax machines.
This job is largely sedentary in nature, however some infrequent physical movement of equipment, materials, supplies, packages or other objects may be required.
