Colorado Legislative Council Staff (LCS), is the nonpartisan research agency of the Colorado General Assembly, the legislative branch of the State of Colorado. Legislative Information Services (LIS), the technology team within Legislative Council Staff, is responsible for developing, maintaining and securing all information and technology systems for legislators and legislative staff.

About the Position
We're seeking an experienced Enterprise Architect for a crucial role in ensuring a frictionless connection between technology and strategy within the organization. You'll be responsible for designing and implementing enterprise-wide applications, systems and infrastructure that align with our goals and objectives. You will work with our engaged and enthusiastic development team to build, manage, and automate our on-premises and cloud-based infrastructure for the Colorado Legislature. As a team member, you will make an impact on the future of legislative engagement in the Colorado community. Your expertise in cloud computing, data management, application development, and integration will be crucial in driving digital transformation initiatives. By staying up-to-date with industry trends, you'll provide strategic guidance to stakeholders, helping them make informed decisions. You will tackle new and exciting projects and tasks every day. You'll play a vital role in ensuring the security, scalability, and reliability of the organization's technology landscape. You'll assess emerging technologies, conduct research, and make recommendations to enhance the overall IT environment.
Employment type, work authorization and remote work. This is a full-time, salaried state employment, hybrid position with onsite and work from home options. There will be mandatory onsite visits to the Denver office. You must be authorized to work in the US. Persons seeking contract positions, full time remote or visa sponsorship need not apply. Pursuant to the Colorado constitution, legislative employees, including this position, are not part of the state personnel system.
Salary and benefits. The salary range for this position is $110,000 to $130,000 per year, with salary level within this range commensurate with education and experience. Legislative Council Staff employees are not members of the state personnel system.

About You
Education and experience requirements. Your educational background is a Bachelor's degree from an accredited university or equivalent relevant technical and management work experience in software development/architecture. You should have at least 10 years of software development experience with a proven track record of architecting and delivering complex enterprise-level applications.

Primary Responsibilities. In this position, you will be required to:
  • Design and implement architectural solutions for our applications
  • Lead technical design and strategy across projects, being the technical reference and evangelist
  • Lead and guide development teams in building solutions using Java, Spring Boot, React JS and other relevant technologies
  • Ensure the use of best practices including the use of design patterns
  • Architect applications for cloud-native deployment using platforms like AWS
  • Work with network and application security teams to ensure the security and compliance of applications within industry standards and regulations
  • Assist with application performance optimization
  • Create technical documents that cover architecture, design and integration needs
  • Define and implement an effective DevOps strategy ensuring the right environments and the best release policies
  • Establish and enforce enterprise-wide governance processes, policies, and standards to ensure consistency and alignment with strategic objectives
  • Identify areas for process improvement, cost optimization, and innovation by keeping up to date with industry trends and advancements to drive continuous improvement in the enterprise architecture practice
  • Mentor and coach of technical team members

Technical knowledge, skills, and abilities. You should have:
  • Relevant development experience within Java Web/Enterprise projects
  • Experience with Java and Gradle
  • Experience with servers such as Apache, Tomcat, JBoss and/or Websphere
  • Experience with Spring (MVC, Security, Boot) and other Java frameworks
  • Comfortable with SCRUM, Git and JIRA
  • Experience with SOAP and REST Web Services
  • Experience with cloud platforms (especially AWS), microservices architecture, and containerization
  • Experience with database products such as MySql, MS SQL Server, and Postgres
  • Experience with source control tools like Git , GitHub or BitBucket
  • Experience with DevOps tools (e.g. Jenkins) and strategies
  • Experience deploying to application servers in enterprise environments
  • Experience using Agile development methodologies
  • Bonus experience:
    1. React.js
    2. Ruby on Rails
    3. HCL Domino
    4. Apache Solr maintenance
    5. Experience with IT automation tools such as Terraform, or Ansible, or Puppet
    6. AWS certifications (AWS Certified Cloud Practitioner, AWS Certified Solutions Architect - Associate, AWS Certified SysOps Administrator - Associate, AWS Certified DevOps Engineer - Professional, AWS Certified Solutions Architect - Professional)
