GENERAL DESCRIPTION:
This is a position within the Air Quality Division (AQD) as a Compliance Inspector for a variety of extraction and industrial facilities within three counties in south-central Wyoming. Performs high-level complex technical tasks related to air quality stationary source compliance assurance. Uses scientific and engineering principles and concepts to inspect and evaluate a wide variety of complex industrial processes, processes, and emission control equipment to ensure air quality requirements are met at both the federal and state regulatory levels. Works with industry personnel regarding design, construction, and operation of facilities to ensure regulatory compliance. Writes detailed reports based on evaluations.

- Performs field inspections of moderate to complex industrial sources of regulated air contaminants, industrial processes, and air pollution control equipment to ensure that facilities are constructed or modified to conform with requirements covered by permitting and are operating in compliance with federal and state standards and regulations.
- Ensures that facilities meet technical, policy, and regulatory requirements; recognizes and flags concerns; suggests modifications or improvements.
- Confers with industry personnel to ensure goals are achieved and requirements met.
- Assists with formal and informal training of personnel in the use of software and monitoring equipment.
- Provide technical guidance and advice on a wide range of complex regulatory and policy requirements.
- Detailed technical and regulatory evaluations are needed to determine compliance with applicable requirements.
- Makes recommendations for actions to be taken, which may include approval or rejection of submissions, changes in procedures, re-testing, or submission of additional information and enforcement action by the Division when necessary.
- Evaluates complicated technical submissions, such as complex permit applications, reports of environmental conditions, complex inspection information and reports, facility emission inventories, and monitoring data.
- Applies professional judgment, scientific and engineering knowledge, and accepted scientific and engineering practices to evaluate industrial processes, facility operational data, technical performance data, or other information and makes recommendations based on the results.
- Abnormal condition and malfunction reports are evaluated to determine whether or not the reports meet regulatory requirements and recommend approval or disapproval of the reports resulting in correspondence for supervisory personnel to provide the results of the evaluation back to the applicable facility.
- Evaluates compliance reviews by facility staff, contract employees, and/or consultants.
- Conducts independent fieldwork and inspections.
- Reviews progress and inspects corrective actions; manages multiple complex projects for corrective actions.
- Observe and analyze source sampling procedures used by facilities; provide corrective action when necessary to ensure compliance with established test methods and procedures; use scientific and engineering principles and knowledge to evaluate results.
- Develops and provides information to the Division staff through written inspection reports and memos, data management, and other various correspondence.
- Works with the Attorney General's Office and/or the AQD Stationary Source Compliance Program to provide support, materials, and/or technical expertise in legal actions or enforcement actions taken by the State of Wyoming, DEQ, or AQD as needed.
- Analyzes and responds to public comments, observations, and complaints regarding emissions sources and facilities.
- Has decision authority within parameters defined by the Division Administrator.
- Represents the air quality program by consulting with officials in industry, other state agencies, the federal government, non-governmental organizations, and the public.
PREFERENCES:
Preference may be given to those with a Bachelor's Degree in Engineering.
Preference may be given to those with experience in air pollution controls or industry processes related to air quality.
- Ability to reason through complex problems using initiative to evaluate new situations and develop new methods in order to solve problems.
- Knowledge of and ability to read, research, interpret, and apply Federal and State environmental laws and regulations.
- Skill in interpersonal relations with aggressive parties pursuing different agendas. Skill in dealing with elected officials and the public.
- Knowledge of industrial processes and pollution controls.
- Ability to remain calm and firm while recommending equitable enforcement action.
- Very good communication skills both in written and verbal form.
- Skill in working with a small team to achieve objectives and solve problems.
- Skill in personal computers.
MINIMUM QUALIFICATIONS:
PHYSICAL WORKING CONDITIONS:
- Must be able to work in an industrial environment, including being able to climb ladders, walk over rough terrain, and be comfortable working at heights and potentially in hazardous environments.
- Must be able to deal with all types of inclement weather.
- Travel is required - Ability to drive vehicles in all types of weather throughout the calendar year.
- Valid driver's license.
