GENERAL DESCRIPTION:
The candidate selected for this position will serve in multiple capacities for the agency. Their primary duty will be to serve as the liaison between the State Engineer and water users in Wyoming's portion of the Colorado River Basin through the Wyoming Colorado River Advisory Committee by collecting and disseminating information between the two groups. This position will also support and implement the State Engineer's Office's mission to protect the interstate waters of Wyoming by monitoring interstate and federal actions that might impair Wyoming's ability to use its water. This position may represent the State of Wyoming and the Wyoming State Engineer's Office in numerous interstate bodies responsible for 1) ensuring compliance with the Compacts and 2) other water management activities within the Colorado River Basin.
The candidate selected can reside or be willing to relocate to Cheyenne, Rock Springs, Green River, or other locations in the Green and Little Snake River Basin area.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Present information and data to the advisory committees regarding potential or existing programs, compact obligations, or water administration issues or decisions that may affect the beneficial use, development, and conservation of water from the Green and Little Snake Rivers and their tributaries.
  • Responsible for developing the annual report from the State Engineer to the Select Water Committee on the recommendations and advice of the committee.
  • Responsible for updating webpage content pertinent to the Colorado River basin, and coordinating all Committee meetings which include confirming meeting locations.
  • Compile and analyze water use in the Green River and Little Snake River basins in Wyoming to assure compliance with the Colorado River Compact and Upper Colorado River Compact.
  • Manage/update the existing basin-wide plan for determining consumptive use.
  • Collection, analysis, and management of a variety of water use, weather, and GIS-based crop data in the Green River Basin of Wyoming to assess the evapotranspiration from irrigated lands.
  • Assessment and selection of specific methodologies to acquire and compile water use data from industrial and municipal water users across the Green River Basin of Wyoming.
  • Prepare annual consumptive use report for the Green River Basin.
  • Provide support and coordination with ongoing consultant contracts for services that include water rights mapping, evapotranspiration calculation, and remote sensing analysis.
  • Coordinate with other state/federal agency technical staff on Colorado River hydrology and water use models and update future water use projections for Wyoming's portion of the Colorado River Basin.
  • Provide technical engineering and GIS support to ongoing efforts in the Interstate Streams Division on technical and policy-based matters primarily related to modeling and GIS-based activities.
  • Inter-agency coordination with federal, state, and local entities as well as public outreach to private citizens and local entities in the Green River Basin. Interacts with the Bureau of Reclamation, Colorado River Basin Forecast Center, municipalities and counties, industrial water users, regional water management boards, other Wyoming state agencies, other states, and local landowners.

Qualifications
PREFERENCES:
Preference will be given to applicants with three years of work experience in water resource management.
KNOWLEDGE:
  • Knowledge of and ability to read, research, interpret, and apply Federal, State, and Local environmental laws and regulations.
  • Knowledge of and ability to read, research, interpret, and apply state policies and procedures.
  • Knowledge of hydrogeologic processes.
  • Knowledge of multiple sciences and engineering disciplines.
  • Knowledge of principles of management.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in The Sciences)
Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
