Description:
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
SUPPLEMENTAL QUALIFICATION REQUIREMENTS:
Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.
NOTE: Any college hours or degree must be from an accredited college or university.
Responsibilities:
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals and directives.
35%- Provides expert technical advice and consultation to engineering and survey consultants contracted to DOTD to provide topographic (engineering) surveys, property boundary surveys, and right of way maps. Uses thorough knowledge of survey fundamentals coupled with intuitive comprehension and long-time experience in the application of departmental policies and procedures to optimize contractual relationships with a rapidly expanding consultant community engaged in performing professional surveying and engineering services for the Department.
20%- Is routinely consulted by Road Design Task Managers and Bridge Design Task Managers involving special problems associated with alignment changes and project issues. Typical examples include: resolving title ambiguities and conflicts, rendering dispositions on railroad parcels, drainage parcels, contaminated parcels and topographic survey issues.
15%- Regularly augments and complements role of unit’s professional licensed surveyors by providing essential technical opinions to other Engineering Technicians in unit and contracted private surveying consultant firms especially when involving projects of a non-standard or special nature. Typical examples include: contract time extensions for consultant contracts, invoice approvals, formatting layouts for right of way maps, and parcel revisions on right of way maps.
15%- Regularly combines thorough knowledge of boundary law and understanding of the Location and Survey manual to resolve problems.
10%- Serves as a technical representative at joint plan reviews. Interacts with and advises personnel from other sections and districts such as project and construction engineers (Engineer 5 and 6), utility personnel (Engineering Technician DCL), Real Estate Managers and Agents, Metropolitan Planning Organizations (MPO’s), as well as consultants and FHWA personnel (on federal aid projects). These meetings consist of representatives from both Headquarters and District Real Estate, District Construction and Projects Engineers, Headquarters and District Utilities, Road Design, Bridge Design, and the Federal Highway Administration. Meets with consultants’ engineering and surveying personnel and examining the preliminary right of way maps and topographic surveys for compliance with accepted principles and practices of property surveying and boundary law together with all Department Policies and Procedures. Records all deficiencies and furnishes such to consultants for correction.
5%- May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
