POSITION SUMMARY
Engineering Technician will perform technical functions in data collection and data analysis, handle case review projects, and provide technical support for minor projects.
DUTIES AND RESPONSIBILITIES
FUNCTIONAL AREAS:
TRAFFIC
- Conduct speed, turning movements, volume count and classification studies for Traffic Engineering reports.
- Conduct studies and analyze data for warrant analysis of criterion set forth in the Speed Hump Policy and administers the Speed Hump Policy program.
- Conduct warrant analysis for guardrail and concrete barrier placement in accordance with Roadside Design Guide.
- Assist Traffic Engineer in conducting signal warrant studies, stop sign warrant studies and speed resolutions.
- Assist Traffic Engineer in developing signal-timing plans.
- Analyze data, plots, and perform statistical analysis on data collected from Traffic Engineering studies.
- Develop written reports and plots of speed studies, turning movements, volume counts and vehicle classifications.
- Review traffic control plans and submit recommendations to supervisor for approval.
- Collect data using GPS equipment for maintenance of Traffic Engineering GIS database.
- Maintain database for various specialized traffic engineering computer programs.
- Responsible for maintaining the Traffic Engineering inventory for signs, signals, pavement marking and interconnect wiring.
- Conduct and participate in public meetings as assigned.
- Performs other job related duties as required or assigned.
DEVELOPMENT
- Responsible for input/tracking/closeout procedures for handling case review submittals to the Public Works Division.
- Assist Development Review engineers and inspectors in reviewing and commenting on case review submittals.
- Maintain files and databases for various Development Review procedures and computer programs.
- Coordinate with and provide information to the general public, contractors and owner's agents regarding status of on-going case reviews.
- Conduct field and office investigations related to case reviews and citizen complaints.
- Coordinate with other departments regarding Development Review matters.
- Coordinate with GIS section to prepare information/presentations related to case reviews.
- Responsible for managing "scanning" procedures for archiving case review files and information to the GIS/KIVA databases.
- Coordinate with Division Support on financial procedures related to fee collection.
- Prepare engineering documents and/or plans for minor projects under the direction of Public Works Division engineers.
- Coordinate with Technical Services and Operation & Maintenance Departments to implement minor projects.
- Maintain the Development Review inventory of survey and other equipment.
- Conduct and participate in public meetings as assigned.
- Assist with Technical Services Department fleet management and reporting to include ensuring vehicles are being turned in for maintenance.
- Assist Technical Services Department with Records Management.
- Performs other job related duties as required or assigned.

- Associate's Degree and four (4) years of work experience in Engineering, Drafting, Surveying, Cartography, Photogrammetry, or related field. Any equivalent combination of related education and/or work experience may be considered for the above requirements.
PREFERENCES
Experience in computer related work and utilization of software programs, i.e. CADD, GIS, FM (Facility Maintenance). Proficiency in the use of PCs.
ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Employee must successfully complete the post-offer employment medical examination and background investigation.

- Employee must complete required FEMA training(s) as assigned to position.
- Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
WORKING CONDITIONS
- Duties are performed both indoors and outdoors.
- Indoor duties are performed in a temperature-controlled environment on an even carpeted or tiled surface.
- Outdoor duties performed may entail exposure to extremes of weather conditions on even or uneven surfaces which may range from flat to steep inclines of natural undisturbed soil to gravel, concrete or asphalt. Surfaces may be wet or dry.
- May perform duties alone or as part of a group.
- Work hazards or potential work hazards include exposure to noise, vibration, dust, exhaust, fumes, mists, and severe weather conditions; driving of vehicles; working in and around heavy equipment and roadway traffic; and performing duties on rough terrain.
EQUIPMENT, TOOLS AND MATERIALS
- Equipment typically used in the performance of duties includes: telephone, two-way radio, cellular phones, calculator, personal computer, electronic distance measuring devices, traffic counters, digital cameras, GPS equipment, photocopier, fax machine and paper forms.
- Materials and products handled in the course of performing essential duties include: files, forms, reports, carious other paperwork, clipboards, maps, aerial photographs, manuals, books and a wide variety of basic office supplies.
- Employees in traveling from site to site within the County will use County vehicles.
- Safety vest and hard hat are to be worn by employees in performance of outdoor duties.
