Summary
Under the direction of the Director of Engineering and Planning, the Engineering Section Chief is responsible for leading all engineering services provided by the airport's engineering department. This department coordinates all aspects of new projects from consultant selection, grant application, contractor selection and construction administration. In addition to project management this department provides all CADD generated exhibits, provides updated GIS information, and provides assistance to other airport departments. This exempt position holds typical onsite weekday office hours with a salary range of $91,127 - $123,142 based on skills and experience.

The nature of this position requires the individual to be collaborative, regularly working with stakeholders to coordinate engineering initiatives and ensure the seamless integration of projects with overall airport operations. This individual must provide leadership to the engineering team, setting expectations for project performance, utilizing industry knowledge and communication skills to drive results that deliver quality projects within projected budgets and timelines. The ideal candidate will have a proven ability to work independently while making decisions that require technical discretion and sound judgement, always with a commitment to serving customers.
Primary Responsibilities
  • Supervises engineers, subprofessional engineers, technicians, and/or consulting firms engaged in a variety of engineering related work.
  • Plans, directs, and coordinates new projects for design and construction.
  • Coordinates and communicates with consultants, the City of Tulsa, the FAA, and other governmental and private entities.
  • Monitors progress of all engineering projects keeping them on schedule, within budget, and according to project specifications and contract documents.
  • Participates or reviews all professional service contracts.
  • Participates in consultant fee negotiations.
  • Participates in review and update of contract language.
  • Develops and manages yearly engineering operating budget and approves expenditures of budgetary items.
  • Participates in preparing the five-year Capital Improvement Plan for both TUL and RVS.
  • Regularly reviews and approves construction plans and specifications.
  • Responsible for working with the business development and contracts team to process Tenant Construction and Alteration Applications, including the completion of all FAA airspace studies.
  • Prepare technical papers and reports.
  • Represents the Airport at public or governmental meetings and functions.
  • Acts in place of Director, Engineering and Planning in their absence.
  • Must report to work on a regular and timely basis and perform other duties as assigned.

Requirements
Education & Experience: Graduation from an accredited college or university with a bachelor's degree in civil engineering, architecture, planning, construction management or related field. We prefer a minimum of (8) years of progressively responsible airport experience and previous management experience.
Knowledge, Abilities and Skills: Considerable knowledge of the principles and practices of engineering particularly as applied to the design and construction of Airport related projects; considerable knowledge of airport engineering objectives, purposes, methods and practices; and good knowledge of applicable laws, ordinances, and safety regulations pertaining to the construction of Federal Aviation related projects. Ability to independently perform difficult engineering design work as related to airport projects; ability to perform technical research and to give reliable advice on difficult engineering problems; ability to organize engineering data and to present findings and recommendations clearly; ability to prepare and interpret engineering plans and specifications; ability to negotiate and administer contracts for professional services; and the ability to courteously and tactfully communicate with fellow workers, supervisors, other members of the organization, and the public in giving and receiving information.
Physical Requirements: Physical requirements include arm and hand dexterity enough to use a keyboard and telephone; occasional lifting up to 20 pounds; frequent carrying and pushing up to 10 pounds, with occasional carrying and pushing up to 20 pounds; occasional pulling up to 20 pounds; may be subject to walking, standing, sitting, reaching, balancing, bending, kneeling, handling, climbing, and twisting; and vision, speech, and hearing sufficient to perform the essential tasks.
Licenses and Certifications: Registration as a Professional Engineer, Architect, or Construction Manager in the state of Oklahoma preferred; possession of a valid Oklahoma Class D Operators License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge.
Working Environment: Working environment is indoors in an office setting and outdoors and in inclement weather; and requires some travel to various locations to monitoring various projects.
