The Leidos NISC IV team is seeking a Deputy Task Order Manager (DTOM) to join the National Airspace System Integration Support Contract (NISC IV) team. 

The position will be supporting the Federal Aviation Administration's (FAA) Eastern Service Area (ESA) NISC support team with the goal of providing outstanding customer service to FAA customers receiving NISC services throughout the eastern service area. The NISC ESA Task Orders support Air Traffic Control construction projects over the eastern third of the continental United States plus the Caribbean.

Primary Responsibilities

The Deputy TOM reports directly to the Task Order Manager (TOM) and supervises both employees and subcontractors involved in construction projects. The selected candidate will assist with administering Task Orders issued by FAA customers and ensuring proper completion of Task Order work. This will include establishing task resources, budgets, performing invoice analysis and evaluating subcontractor invoices.  Further, the position requires frequent interface with FAA customer personnel and contractor personnel.

The team consists of 20+ field engineers and construction inspectors mobilized to construction projects working both day and night shifts.  The DTOM is responsible for coordinating subordinate employee recruitment, selection, training, performance assessment, work/travel assignments, salary, and professional development. The DTOM will review/approve employee timekeeping and expense reports.  The DTOM works closely with the Human Resources department dealing with disciplinary issues, initiating employee relocations and temporary field assignments outside of the United States. The DTOM will assist in the investigation of health and safety incidents involving subordinate employees. 

The DTOM prepares Task Order proposals, business plans, proposal work statements, operating budgets and Estimates at Complete (EAC) of the various Task Orders. This position requires strong financial skills with a thorough understanding the customer mission, the customer organization and customer relations, and the ability to adapt to changing customer needs and requirements.

Basic Qualifications:

  • Engineering bachelor’s degree from an accredited college with 5 plus years’ experience in management roles.
  • Experience managing a workforce of construction personnel: hiring, promotion, termination, providing technical and administrative direction, monitoring progress, and managing performance.
  • Must be able to conduct research, evaluations, studies, and present recommendations/solutions related to short and long-term program planning requirements.
  • Must be able to lead team meetings and participate in national and regional teleconferences.
  • Must be proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, etc).
  • Must provide well-written, organized documentation, consistent with acceptable standards of writing.
  • Valid driver’s license issued in the United States
  • Must be able to pass an in-depth federal government background check (Public Trust)
  • Candidate must maintain or establish a residence in the eastern third of the United States
  • Mastery of the English language and ability to effectively communicate verbally and in writing
  • Basic knowledge of OSHA construction safety regulations
  • Ability to obtain a Passport issued by the US Department of State

Preferred Qualifications

  • .  Prior experience in a contracting environment under federal government contracts.

Pay Range:

Pay Range $101,400.00 - $183,300.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
