Job Summary
This position is responsible for supervising the construction operations and projects of the RWR. This includes personnel management, engineering, design, permitting, construction management, inspection, procurement, and accounting for all RWR infrastructure projects.
Essential Functions

- Manages and directs all construction operations, personnel, consultants, and contractors.
- Supervises and facilitates planning, procurement, contract administration, surveying, engineering, plan review, permitting, easement acquisition, construction, project management and inspection activities.
- Assist General Engineering Manager with the development of divisional budgets and maintains accurate accounting records: reviews and approves purchase orders, contracts, invoices, and payments.
- Assist General Engineering Manager with the development and implementation of ordinances, policies, and programs which improve regulatory compliance and departmental sustainability and efficiency.
- Assist General Engineering Manager with the development and implementation of ordinances, policies, and programs which protect public safety, infrastructure, property, and the environment through better water resources management.
- Ensures compliance with local, State, and Federal regulations.
- Coordinates activities with other County departments, outside agencies, stakeholder groups, etc.
- Prepares technical and advisory information for citizen committees, homeowner associations, Planning Commission, Board of Adjustment, Board of Commissioners, regulators, etc.
- Attends, participates, and presents in various meetings, including after-hour meetings.
- Ability to establish and maintain cooperative and effective working relationships with others.
- Ability to communicate clearly, concisely, and effectively both verbally and in writing.
- Ability to sit, stand, walk, carry, pull, climb, stoop, kneel, crouch and crawl.
- Ability to use tools requiring some dexterity.
Working Conditions
Most work is performed in an office; however, some field work is also performed. The employee is required to move around construction sites and over rough terrain. The employee must have a high degree of personal safety consciousness.
Minimum Qualifications
1) Bachelor's degree in civil engineering, civil engineering technology, or other appropriate field.
2) Seven (7) years of progressively responsible experience in the design, permitting, and construction
of stormwater infrastructure, public works management, or other closely related experience.
3) OR have a combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills and abilities for this job.
Preferences
1) State of Georgia Professional Engineer (PE) registration.
2) Georgia Soil and Water Conservation Commission (GSWCC) Introduction to Design Seminar (level II)
and Advanced Fundamentals (level 18) certifications.
3) Master's Degree in civil engineering or other appropriate field
