POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

  • Coordinates and manages a variety of engineering activities and personnel to identify, evaluate, manage, maintain, and rehabilitate sanitary sewers collection system, force mains and accessories.
  • Provide technical guidance, supervision and coordination of technical personnel and projects.
  • Provides technical analysis and information to develop solutions to improve effectiveness and efficiency of analysis for repair/rehabilitation of the wastewater collection system. Performs on-site project inspections, investigations, discussions with Contractors, evaluates manufacturer’s information, and etc. to determine solutions for challenging sanitary problems in a timely fashion.
  • Evaluates proposals and makes recommendations for projects and manages demonstration.
  • Reviews proposed improvements to wastewater collection system and provides comments. Prepares and reviews bid documents, recommends vendor selection for contract awards and manages contracts.
  • Prepares and review contract addendums, reports, plans, projects and design standards.
  • Establishes goals, develops and evaluates performance of personnel and/or projects.
  • Conducts on-site project inspections and investigations. Supervises and coordinates various planning activities for the substitute service program.
  • Responds to inquiries by departments, consultants, agencies and public.
  • Attends meetings and conferences. Coordinates special projects.
WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Department of Public Works Emergency Management Position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Requires four (4) years of active practice in engineering work after graduation from an approved curriculum in engineering.
Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
A valid Texas Driver's License and compliance with the City of Houston's policy on driving.

PREFERENCES

Preference will be given to the candidates with experience in Wastewater treatment processes and chemicals used in the treatment process.
Preference will be given to candidates that possess Wastewater Operator License issued by Texas Commission on Environmental Quality (TCEQ). Preference will also be given to candidate with experience of writing technical specifications, bidding, awarding, executing, and closing construction contracts.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
