Engineering Manager

Overview

The Engineering Manager will provide key leadership as part of IWS’ Technical & Digital Services Group and is responsible for oversight and direct management of all Engineering projects at the company.  Projects primarily involve design, documentation, costing, assistance in proposal development, submittal preparation, regulatory engagement, and technical support of business development.  Areas of engineering primarily include decentralized potable water and domestic wastewater equipment design and services for private residential and commercial developments as well as municipal and industrial infrastructure improvements. 


Candidate Description

Company is seeking a multi-year experienced Professional Engineer with knowledge in the decentralized water and wastewater market.  A technical aptitude will be combined with the ability to engage developers, engineers, regulatory agencies, and business development persons to advance the company’s capabilities and projects.  An understanding of the available technologies in the decentralized arena will be combined with out-of-the-box thinking and company’s unique capabilities to create innovative offerings and opportunities for the companies’ prospects.

This position also includes scheduling work, providing training, and reviewing work. Requires an understanding of multidisciplinary team coordination, compilation of design and construction contract documents, design standards and practices, the ability to interact with multiple business groups (e.g. water/wastewater, equipment suppliers, sonar command and control groups, etc.) across both local and regional markets, facilitation and support of lunch and learns or group activities, strong writing and oral skills, and a track record of completing work on time and adhering to budgets. Previous project/client management experience preferred.

Position Responsibilities

The Engineering Manager will:

  • Manage and develop Engineering Team.
  • Plan and direct all aspects of engineering activities and projects within the company.
  • Manage and be actively involved in permitting, design and construction phases of water and wastewater treatment facilities in multi-state regulatory environments, identifying requirements and creating timelines.
  • Develop and implement project policies and procedures, project control systems and implement the project execution plan.
  • Ensures all engineering projects and processes follow company policies, objectives, and meet regulatory requirements.
  • Develop strategic Objectives and Key Results for Engineering Team and Functions.
  • Develop process improvements, efficiencies, and prioritization with the Engineering team.
  • Identify new skills and competencies required within the IWS team to meet business goals.
  • Develop project technical scopes, budgets, and proposals in coordination with Business Development.
  • Lead the Design/Build (DB) Engineering of the DB projects from concept, design, permitting through construction.
  • Determine best design approach for treatment systems through engagement with Products Group and technology partners for plans and specifications development as well as Field Services Group on constructability and estimation.
  • Determine sizing, flow process, and auxiliary equipment needs for full system designs.
  • Lead regulatory engagement as necessary for permit applications and approvals.
  • Coordinate QA/QC programs for both Engineering and DB Projects.
  • Drive successful delivery of engineering design work across the business, work closely with the Engineering team to assemble suitable project teams including subcontractors, as required.
  • Drive ‘Safety by Design’ approach on all projects, always.
  • Account for project performance, including but not limited to:
    • Safety, health, environmental management, sustainability, and quality
    • Profit & Loss
    • Risk Management
    • Manage Engineering Projects end-to-end
    • Establishing and maintaining professional and satisfactory relationships with the client, subcontractors, regulatory bodies, and all other project stakeholders
  • Coordinate internal financial and operational functions.
  • Report regularly on project progress, cost and schedule metrics, procurement issues, safety or environmental concerns, design questions, potential impacts, and any issues requiring office support.
  • Coordinate project and client meetings, as required.
  • Provide direct or managed project oversight in coordination with Products group and Field Services group.
  • Coordinate inspection/observation activities, review and response to drawings, submittals, requests for clarification, and other related correspondence
  • Coordination of startup, commissioning, and acceptance activities.
  • Engage with other members of the Technical & Digital Services Group in design and implementation of remote monitoring, data acquisition, control functionality of all decentralized system designs.
  • Provide engineering management and oversight for all projects related to Technical & Digital Services Group’s existing mobile and decentralized company assets.

Required Qualifications

  • B.S. in Civil or Environmental Engineering required.
  • Minimum of 5+ years’ experience designing and supporting implementation of water/wastewater projects. Strong technical background and experience in designing treatment systems, collection systems, and pump station projects.
  • Registered as a Professional Engineer (P.E.) in Texas, and the ability to obtain a P.E. reciprocity in other states as necessary.
  • Experience developing technical proposals for water and wastewater projects, with emphasis on decentralized and reuse type projects preferred.
  • CAD, hydraulic or process modeling software experience is a plus.
  • Demonstrated proficiency in Microsoft Office products (Word, Excel, Project, Outlook)
  • Excellent written and verbal communication skills.
  • Demonstrated ability to develop and implement professional development and training program for Engineering team.
  • Self-motivated, able to work independently and with a project team to completion of a task.
  • Excellent team player with ability to function effectively in a variety of roles on integrated project teams.

Preferred Qualifications:

  • Preference given to local candidates and ability to reside in San Antonio.
  • MS in Civil or Environmental Engineering.
  • Proven project leadership, project management (staffing, schedule, and budget) and mentoring skills.
  • 5+ years water and wastewater design and implementation experience.
  • Demonstrated business development experience.
  • Experience pursuing and managing projects with the State Regulatory Agencies and other similar Federal Agencies.
  • Participates and may present technical information to public agencies and/or the public
  • Communicates, interprets, and keeps current on changes in environmental regulations and legislation. Serves as a representative to federal, state, regional, and local municipalities and groups to coordinate environmental activities, negotiate, inform and confer; participates at technical meetings, public hearings, and other forums.
