Job Title: Engineer II Applications and Records
Job Description:
Employee will assist the Application/Records Section in application reviews, conducting and attending hearings, policy and rule development, and in utilizing expertise to assist the Applications and Records Assistant State Engineer in completing section goals and objectives. This position will be directly responsible for administering the Water Rights Proof of Beneficial Use/Certificate Sections for the state by establishing and administering rules, directing activities of staff and professionals, conducting fieldwork if needed, providing training as needed, and completing other tasks necessary to have the programs operate efficiently.
Ideal Candidate:
- Candidates must have graduated with a EAC/ABET accredited degree in engineering with the ability to become licensed as a professional engineer in the State of Utah.
- A working knowledge of Utah water rights, their characteristics and attributes.
- A knowledge of research and investigation methods and techniques.
- An ability to use logic to analyze complex technical subjects together with the ability to make decisions based on analysis.
Principal Duties:
- Assists the Applications & Records Engineering Manager in researching issues, and reviewing files which affect state wide policies and procedures.
- Reviews or assists in the review of recommendations for action by the State Engineer.
- Coordinates the statewide Certificate of Beneficial Use Program. Administers the program, develops rules, directs activities of staff and professionals, provides training, and reviews recommendations from the Regional Offices.
- Consults with the Division and Section to evaluate efficiencies in processing techniques and implements new procedures.
- Data Collection & Evaluation.
- Attend presentations, review and compose written reports, and make public presentations. Other duties as assigned.

- Utah water right law, rules, regulations, and statewide policies.
- Principles, theories, and practices of engineering and water resource management.
- Research methods, techniques, and/or sources of information.
- Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
- Read and interpret maps, plats, charts, plans, and/or blueprints.
- Read, interpret and apply laws, rules, regulations, policies and/or procedures.
- Review and/or edit documents for accuracy and completeness.
- Speak clearly, concisely and effectively (in English); to listen to, and understand, information and ideas as presented verbally.
- Communicate information and ideas clearly and concisely, in writing; read and understand information presented in writing.
- Use State or agency-specific software application programs.
- Provide consultation and/or expert advice or testimony.
- Ability to independently perform literature research; apply sound engineering principles to collect water related data.
- Evaluate data to establish policies and for decisions on water right applications.
- Organize thoughts and information into logical and effective presentations in written and oral form.
- Engineer -In-Training (EIT) or the Fundamentals of Engineering Exam (FE) or PE license.
- Preference may be given to applicants with a Master's degree in Civil or Environmental Engineering or a closely related field.
- Preference may be given to applicants with professional work experience in Water Rights.
- Schedule: Monday - Friday 8 am - 5 pm Sitting for long periods of time doing office work and research.
