Overview
Our expert staff provide multi-disciplinary solutions to complex energy and environmental issues. Key capabilities include science (chemical and mechanical). We employ a systems perspective that includes, discovery technology development and scale-up as well as economic, regulatory, and market acceptance issues necessary for successful technology commercialization. EP&MD focuses on three mission contributions: Clean Fossil Energy, Electricity Infrastructure, & Energy Efficiency and Renewable Energy.
Responsibilities
PNNL Battery Materials and Systems (BMS) group is looking for a Project Manager with Technical Representative Oversight (TOR) credential and extensive experience of working with contracting office to meet its rapid expansion with Batt500 consortium and Grid Storage Lauchpad (GSL). The Project Manager is also expected to initiate and manage the projects with industry partners at GSL testing facilities.
  • Possesses a comprehensive understanding of effective project management practices and principles and demonstrates proficiency in applying a disciplined approach to project management.
  • Demonstrates effective communication and problem-solving skills, efficiently multi-tasks, and successfully communicates with both internal and external project stakeholders.
  • Serves in the capacity of Technical Representative Oversight (TOR), responsible for initiating and monitoring subcontracts with complexity and risks.
  • Effectively coordinates project team resources across multiple organizations and directorates.
  • Demonstrates capability in defining the work scope, schedule, budget, and possess solid problem-solving skills to manage project challenges independently.
  • Provides guidance to PIs on project management compliance.
  • Identify and resolve bottlenecks in project workflow proactively without management oversight.
  • Build professional networks with contracting officers, Project Managers, Project Management Office, and Line Managers.
  • Support scientists with proposal development efforts.

Qualifications
Minimum Qualifications:
  • BS/BA and 7+ years of relevant project management experience -OR-
  • MS/MA or higher and 5+ years of relevant project management experience

Preferred Qualifications:
  • 3+ years of Technical Oversight Representative (TOR) experience with active TOR status (TOR1 or TOR2)
  • Advanced degree in project management, finance, communication, or accounting.
  • A track record of working with scientists, contracting specialists, and subject experts in project management and acquisition.
  • Experience working in or familiarity with the Energy Storage research field.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
Mandatory Requirements
Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a "country of risk" without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.
