General Statement of Job
Under general supervision, performs administrative work in planning, organizing, directing, and conducting the EMS training program. Responsible for conducting and coordinating EMS training and educating personnel in the practice and techniques of pre-hospital care. Provides supervision and evaluation of instructional staff; whether a contractual, part-time, volunteer, or full-time employee. Work includes the preparation and evaluation of instructional materials and continuing education classes, the coordination of training with other health care professionals, maintenance of accurate records, and ensuring personnel meet and maintain county, regional, and state certification requirements. Considerable judgment and initiative are required in planning, evaluating, and directing the training components of the program. Considerable tact and courtesy are required in dealing with a variety of medical personnel, college instructors and officials, other government agencies, department personnel, and the general public. Duties are performed under the general direction of the Division Chief of Training.

Special Duties & Responsibilities
  • Designs and implements schedule and content of initial/ongoing training; develops and implements appropriate EMS training curricula and materials.
  • Supervises, assigns, and reviews work of instructional staff; performs scheduled performance evaluations, and carries out performance counseling as necessary.
  • Plans, organizes and directs the activities of the training program.
  • Coordinates needs and usage of related EMS training/office supplies and materials.
  • Maintains accurate records and reports; ensures that personnel meet and maintain local, regional, and state certification requirements.
  • Evaluates and makes recommendations for new equipment; assist in the development and update of medical protocols.
  • Assists with quality assurance review.
  • Prepares special reports and studies; participates in short and long-range planning.
  • Serves on local, state, and regional advisory councils for emergency services related to training as needed.
  • Coordinates and participates in public education and special event programs.
  • Develops and implements budgetary/fiscal needs of related job training to include travel and per diem line items.
  • Maintains training files on personnel in accordance with local, regional, and state regulations.
  • Utilizes word processing, spreadsheet, database, and desktop publishing software to prepare and complete various forms, reports, correspondence, new hire paperwork, purchase orders, invoices, instructional materials, handouts, certificates, recognitions, schedules, charts, graphs, brochures, policy interpretations, or other documents.
  • Establishes and maintains working relationships with other programs and other agencies.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate.
  • Performs other related duties as required.

Minimum Training & Experience
Associate's Degree in education, emergency medical services, other related field, or equivalent college credit hours (Bachelor's degree is preferred).
Supplemented by five (5) years of previous experience as a practicing Paramedic in EMS with two (2) years of experience conducting emergency medical care training.
Must be a current Virginia Emergency Medical Services Education Coordinator or serve in a lead role within a Virginia Office of EMS accredited program.
Must currently possess and maintain Emergency Vehicle Operation Course II, and ICS 100, 200, 700, and 800 preferred, but must be obtained within 12 months of hire. Hazardous Materials Awareness training that meets OSHA is preferred and must be completed within six (6) months of hire.
Must maintain Healthcare Provider CPR, Virginia EMS Educator, and Virginia Paramedic. Additionally, must be certified as an ACLS and PALS instructor.
Certified ITLS or PHTLS Instructor preferred, required within twelve months from date of hire.
Special Requirements
  • Knowledge of the laws, regulations, policies, and procedures governing emergency medical care.
  • Knowledge of current emergency medical service needs of the County.
  • Knowledge of equipment and supplies used in emergency medical service.
  • Knowledge of the policies, procedures, and activities of the Department of Fire, Rescue, and Emergency Management as they pertain to the performance of duties relating to the position of EMS Training Coordinator.
  • Knowledge of training/instruction methods and techniques, and development of training curricula and training materials.
  • Knowledge of the terminology, principles, and methods utilized within the department.
  • Knowledge of laws, regulations, standards, policies, and procedures relating to department activities.
  • Knowledge of budget development, and grant administration.
  • Ability to comprehend, interpret, and apply regulations, procedures, and related information.
  • Ability to keep abreast of any changes in policy, methods, computer operations, equipment needs, policies, etc., as they pertain to departmental operations and activities.
  • Ability to effectively communicate and interact with subordinates, supervisors, members of the general public, and all other groups involved in the activities of the department.
  • Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.
  • Ability to use independent judgment and work with little direct supervision as situations warrant.
  • Ability to handle required mathematical calculations using percentages and decimals.
  • Ability to demonstrate knowledge and proficiency with computers.
  • Ability to read, understand, and interpret financial, technical, and computer reports and related materials.
  • Ability to plan, organize, and direct the operations of a training program.
  • Ability to provide instruction, training, and supervision to adults.
  • Ability to establish and maintain effective working relationships with local, state, regional, and federal officials, employees, and the general public.
  • Ability to communicate effectively both orally and in writing.
  • Ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
  • Ability to communicate effectively with all members of FREM as well as other involved agencies in the training arena.
  • Ability to read a variety of informational documentation, directions, instructions, and methods and procedures.
  • Ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
  • Ability to learn and understand relatively complex principles and techniques, to make independent judgments in the absence of supervision, and to acquire knowledge of topics related to primary occupation.
  • Ability to record and deliver information, explain procedures and policies, and follow verbal and written instructions, guidelines, and objectives. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including emergency response codes, radio communication codes, and medical terminology.
  • Ability to deal with people beyond giving and receiving instructions.
  • Ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Ability to communicate professionally and respectfully.
