Objectives
Individual serves the public through effective implementation of federal/state regulations, workforce development board policy, and agency practices to assist program participants and general customers in preparation for successful employment leading to self-sufficiency as well as assisting participants/customers in getting connected with local employers and/or educational programs. Provides guidance to program participants to help them navigate available community resources and develop plans to remove barriers to employment. Assists employers in strengthening their workforce through referrals for employment and job placements of suitable program participants into appropriate job opportunities. Develops working relationships with employers and networks to obtain openings for Workforce Development (WFD) participants and general OMJ center customers. Assists businesses and area employers in recruiting and retaining employees. Reports to Eligibility Supervisor 1 or Workforce Administrator.
Essential Functions
-Delivers workforce unit programs including Workforce Innovation and Opportunity Act (WIOA), Comprehensive Case Management and Employment Program (CCMEP), Reemployment Services and Eligibility Assessment (RESEA), Prevention, Retention and Contingency (PRC), Non-Emergent Transportation (NET), Ohio Works First (OWF) work requirements, Supplemental Nutrition Assistance Program (SNAP) work requirements, Publicly Funded Child Care (PFCC) and community outreach;
• Provides guidance to program participants and general job seekers regarding open positions that meet their skill set and/or interests;
• Assists program participants, general customers, and individuals referred by partner agencies in general job seeking and preparing for job interviews through facilitating mock interviews;
• Assists program participants, applicants, and general customers in navigating the OhioMeansJobs.com website;
• Collaborates with business services and supervisory staff to develop internships and work experience sites with private, public, and non-profit employers;
• Prepares resumes and cover letters for program applicants, participants, and general customers, as needed;
• Uses assessment tools to assist program participants, applicants, and general customers in determining career paths best suited for their interests and abilities;
• Maintains knowledge of available agency and community resources and assists program participants and general customers in locating and accessing available services;
• Thoroughly documents clients/customer/employer meetings, phone interviews, phone calls, virtual meetings, and other interactions into appropriate state systems;
• Works with training institutions to coordinate services and resolve issues that lead to the best outcome for program participants and overall program performance;
• Gathers and enters program performance measure data into state systems in a timely manner;
• Maintains program statistics and prepares program reports;
• Develops presentation materials for and presents to small and large groups of people;
• Provides coverage for resource room and/or front desk and youth classroom, as needed;
• Promotes OMJ center services;
• Represents agency at community functions, community meetings, and serves on boards and committees related to the agency mission;
-Participates in rapid response activities and other workforce development events;
• Ensures compliance with federal and state rules/law and workforce board and agency policy and procedures;
• Attends related training and participates in meetings and webinars, as scheduled;
• Other duties as assigned.

Job Standards
Associate degree in social services, human resources, or related field and experience serving customers with employment and/or life barriers; or a high school diploma or equivalent and a combination of three years of related work experience serving customers with employment and/or life barriers; and/or professional development training, and/or secondary coursework, and related work experience serving customers with employment and/or life barriers. Must possess a valid Ohio Driver's License and acceptable driving record. Must be able to pass a background check for FTI.

I. JOB REQUIREMENTS
Equipment:
Ability to operate a variety of office equipment such as, but not limited to, various microcomputers and components, printers, scanners, digital cameras, video projectors, hubs, switches, and modems. Ability to competently utilize a wide variety of computer and networking tools, software, and hardware. Individual uses appropriate personal protective equipment when necessary. Ability to operate a motor vehicle safely.

II. DIFFICULTY OF WORK
Work consisting of complex, varied, standardized and non-standardized tasks requiring application of numerous laws, rules, regulations, policies, and procedures. Individual must be able to professionally address and work with potentially irate customers.
III.RESPONSIBILITY
Individual must demonstrate multi-tasking and organizational skills. Individual must adhere to departmental rules and procedures regarding confidentiality due to the nature of information that is accessed. Supervisor provides general guidance allowing the Individual the ability to plan the procedures and methods to attain objectives. Individual makes choices or decisions without supervisory input on most daily activities, such as scheduling appointments, establishing priorities, making referrals to other agencies, and forming collaborative relationships with other service providers in the county. Individual operates independent of supervision daily operations, normally receiving supervisor's input when needed. Errors in work may cause inaccuracies in reports, records, or technical data resulting in inaccurate or incomplete information, and may cause overpayment or underpayment in benefits issued and may ultimately result in fiscal sanction against the agency.
IV. PERSONAL WORK RELATIONSHIPS
Contact is with co-workers, employees from public and private sector organizations and the public. The purpose of these contacts is to guide and direct, check on progress of work assigned, coordinating services, and job development/referrals, and handle questions about department, programs, and client concerns.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT
Physical Requirements:
The physical requirements of the position are identified as sedentary work, possibly mixed with occasional manual labor type work which may require the lifting of up to fifteen (15) pounds. Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.
Physical Activity: Individual performs the following physical activities: standing, walking, lifting, bending, manual dexterity, grasping, talking, listening, reaching, and hearing. This position requires individuals to be on the phone and working on the computer simultaneously for extended periods of time.
Visual Activity: Individual performs computer work for long periods of time. The minimum visual activity of the seeing job is close to the eyes.
Job Location: The minimum work conditions for the position indicate that the individual is exposed to both inside and outside. Individual is also exposed to noise.
