Closes: 12/27/2023 Employment and Education Specialist Reports to: Social Services Program Manager Salary (Grade): $22.74 (G12-6) Status: Reg. Full-Time (Non-Exempt) Location: Human Services Department, Winnebago Ne. 68071 Job Purpose and Position Overview: Under the supervision of the PFN Program Manager, the Employment and Education Specialist will provide case management, career advising, job search assistance, Employment and training preparation, and vocational guidance for eligible program clients.

Coordinate and collaborate with program staff for all services, and in the assessment of Employment and training needs. Develop and promote employment services to community organizations, coordinates partner activities and perform related work as assigned. Will also provide instruction to students looking to obtain their GED's.

Specific Job Duties/Responsibilities: Demonstrate the Winnebago Tribe's core mission, vision, and values Schedules workshops, trainings, all other educational activities Maintains training calendars Recruit volunteer worksites Supports and monitors the training, skill development, and performance of participants. Cultivates community service assignments, as well as training and employment opportunities for participants. Organizes services to help clients obtain skills needed to follow their case plan.

Creates and maintains positive relationships with businesses, organizations, and other training providers. Interacts appropriately, sensitively, effectively and professionally with persons from diverse cultural, socioeconomic, educational, racial, ethnic backgrounds and lifestyle preferences. Develop relevant trainings and workshops to meet the needs of the clients.

Perform job search/matching activities for employers and applicants including job referrals and job development. Administer assessment instruments (tests, surveys, etc.) and other planning tools; interpret results and counsel clients. Receive and verify job orders from employers and enter information.

Match qualified applicants to employers' job orders. Maintain a database of job ready clients and assist them with job search. Coordinate services with local community organizations and community development entities to promote Employment and training opportunities.

Market services to the community and employers; contact, schedule and conduct visits with employers to explain service options. Develop and maintain employer database; assist with cost reimbursable services such as background checks; develop volunteer placements, OJT contracts and work experience training opportunities for clients; and perform follow up activities. Plan, implement and present workshops relevant to business and job seeker needs; plan presentations and develop informational briefings to promote workforce development services.

Assist clients with educational needs such as the FAFSA, Pell Grants, higher education, and other funding to facilitate schooling. Perform data entry and retrieval activities. Collect and provide statistics for reports.

Regularly contacts and consults with state and other employment/training entities, including technical advisors or organizations, so that current information is utilized in assisting enrollees with occupational advisory assistance. Instruct individuals in a classroom setting. Develops educational plans for action for each participant.

Monitor participants' needs to remediate educational deficiencies. Maintain the required participant progress documentation. Attend all staff meeting and professional development.

Keep daily attendance records and progress reports. Assess program students using the TABE and BEST tests are dictated by agreement. Assess the accomplishments of students on a regular basis.

Maintain records portfolios and student progress reports. Create a classroom environment that is conductive to learning and appropriate to the maturity interest of the students. Assist in the counseling and guidance with emphasis on maximum progress of participants.

Prepare and submit reports in a timely basis. Assist the program coordinator in such duties as deemed necessary in attaining the establish program goals. Develop fliers, notices and newsletters to exchange information with and relay information to clients, customers, program staff and other services providers, and post information and notices through various venues in the community Participate in the development, implementation, and continuous improvement of client programming for job preparation and self-sufficiency Attend required company and departmental meetings Duties listed are only an illustration of various types of work performed.

Attend staff meetings, conferences and consult technical advisors regarding the program and related subjects. Required Qualifications/Skills: Associates Degree and two (2) year relevant experience OR an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education to a maximum substitution of four years.

One-year experience working with Native Americans is required. Must be sensitive to cultural differences and able to establish and maintain effective working relationships with a wide range of applicants, agencies, staff, employers and the public. Is knowledgeable about the range of services available in communities and able and willing to develop relationships to deliver a comprehensive array of services.

Excellent interpersonal skills, strong planning and organizational skills, ability to work with accuracy and detailed paperwork Must be timely, dependable, courteous, and maintain a business-like appearance. Proficient in the use of Microsoft Office software is required, and experience in word processing, power point presentations, and data entry is highly desirable. Must be able to maintain the strictest confidentiality, and will be required to sign a confidentiality agreement.

Must possess customer service focus, strong organizational skills, be detail oriented, and self-directed. Knowledge of tribal, state, and federal employment laws is desirable and a willingness to learn is required. Proficient in the use of Microsoft Office software is required, and experience in word processing, power point presentations, and data entry is highly desirable.

Must possess good verbal and written communication skills. Skill in public speaking and presentations using various media is desirable and a willingness to learn is required. Ability to develop and design training programs is required.

Familiarity with Winnebago culture, Winnebago reservation and community resources is desirable and a willingness to learn is required. Must be of good moral character. Will be required to pass Federal background checks and submit to pre-employment drug testing.

Must possess a valid driver's license, maintain valid insurance, and be insurable under the Tribe's insurance policy. Training Requirements: As assigned by your supervisor and must engage in an employee development plan. Physical Requirements: Medium to normal office work which includes the ability to lift up to 30 lbs.

Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. While performing daily duties, the employee is regularly required to talk and listen. Mental Requirements: (as presently performed to accomplish essential functions) Reading, Writing, Calculating Above average social Interaction Skills Reasoning/Analysis Ability to work as part of a team and/or with minimal to no supervision Language Requirements: Must possess the ability to read, write, and speak the English language fluently.

Must be able to continually and effectively employ professional verbal and written communications skills.
