Plan, organize, and administer Public Health (PH) and Health and Human Services (HHS) Emergency Preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions.

Managing and directing the development of presentations to the public, schools, community groups, and organizations relevant to public health and HHS preparedness planning and Response. Working closely with the Lincoln County Emergency Management (EM) Division.
Essential Functions/Major Responsibilities
Planning:
  • Develop, integrate, and maintain PH and HHS emergency response plans, manuals, and standard operating procedures by utilizing local, state, and federal regulatory guidelines and requirements.
  • Assist with the development of mutual aid-/collaborative agreements with regional/contiguous county health departments, first responder, governmental, and non-governmental agencies.
  • Meet PH re-accreditation and modernization planning requirements and efforts.
  • Work with equity coordinator and community partners to ensure functional, cultural, linguistic, and accessibility needs are met within emergency response plans, training exercises, and after-action reports.
  • Conduct research, analysis and planning related to public health emergency response preparedness.

Training and Exercises:
  • Develop and implement a multi-year staff preparedness training plan related to Emergency Preparedness, response, and recovery for relevant staff positions in HHS.
  • Conduct required drills and exercises with staff and other government and community agencies involved in public health Emergency Preparedness and Response.
  • Conduct after action reviews and coordinate implementation of reviews' recommendations.

Budget and workplan administration:
  • Develop annual work plan and amendments, in collaboration with other department divisions.
  • Track and document workplan deliverables throughout the year to ensure all requirements are met.
  • Utilize confidential information to develop and review budget vs actuals on a monthly basis.
  • Conduct the annual Capability Assessmentin collaboration with the PH leadership team.
  • Prepare and submit required reports. Ensure grant compliance and maintain documentation for triennial review.

Communications and Public Education:
  • Coordinate with public information officer to develop proper messaging and utilization of the Health Alert Network and Everbridge.
  • Maintain and regularly update the Everbridge contact list in coordination with the EM division.
  • Provide public health Emergency Preparedness education throughout the county to a diverse audience.

Partner Collaboration:
  • Represent public health emergency response at local, region, state, and federal meetings and functions.
  • Sustain and strengthen community partners relationships through participation in regular and ad-hoc Lincoln County cooperators call, participation in the annual readiness fair etc.

Emergency Response Coordination:
  • Ensure coordination of emergency response with the EM Division.
  • Provide technical assistance and advice on roles and responsibilities to HHS department staff during emergency response.
  • May act in the absence of management for matters within the scope of public health Emergency Preparedness plans.

Other:
  • Work in constant partnership with the Lincoln County EM Division.
  • Ensure the 24/7 Public Health Emergency Phone roster is up to date and communicated to dispatch.
  • Is a part of the Public Health modernization and leadership team.
  • Other duties as assigned.

Typical Qualifications
Minimum Education Level
Bachelors
Specifics: course studies in Public Health, Emergency Management, Health Services, or related fields.
Minimum Experience Level
Two- Three years
Specifics: At least two years of experience in program planning, organization, and communication.
Substitution Note: Any combination of academic training and experience that clearly demonstrates the ability to perform the above-described duties as determined by the Director.
Certifications
Certification(s) required
Specifics: Must be able to complete the required NIMS/CDC training within 6 months of hiring. Current certification indicating completion of National Incident Management System classes IS 100, IS 200, IS 700, 300, 400 and IS 800.
Driver's License
Oregon Driver's License required
Specifics: Must obtain within 30 days of hire.
Desirable Qualifications:
Experience in Emergency Preparedness, management, or response preferred.
Knowledge of:
  • Considerable knowledge of the principles and practices of emergency management and community planning with a working knowledge of the functions and procedures of public safety agencies.
  • Reasonable knowledge of the principles and practices of emergency management associated with program planning, implementation, and evaluation.
  • Thorough knowledge of local, state, and federal laws and regulations as they pertain to emergency management.
  • Working knowledge of the functions and capabilities associated with public health preparedness.

Skill or ability to:
  • Exercise sound judgment in appraising situations and in making decisions regarding complex issues.
  • Plan and work collaboratively with all levels of staff within the organization and with external agencies, community partners, and individuals.
  • Interact with others, develop and maintain effective working relationships with county, state, and other agency

partners.

Job Conditions and Physical Demands
WORKING CONDITIONS
Job Conditions: Although normal working hours are typical, this position also has the potential to be called upon to work after hours or on weekends. In the event of a County or Public Health Emergency, the employee may be called upon to assist other counties or agencies, including temporary out of county assignments. Lifting, transporting, and setting up audio-visual equipment may be required. Lifting and transporting educational materials and setting up facilities for workshops, meetings, seminar presentations and training events is required.
Work Location: Lincoln County
Travel: Regular travel to meetings, conferences, presentations, assessments, and communications sites both within and outside of Lincoln County.

Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Other fully paid benefits include life, AD&D, long-term disability insurance. Other optional insurances are available. A 401K retirement plan is also provided. The County's current contribution rate is 11%.
Regular and Trial Service employees working between 20 - 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
