Job description

Position Summary



Under general direction of the Governor, develops and maintains the Pueblo’s Emergency Operations Center.



Supervision Exercised



Reports to the Governor of Sandia Pueblo.

May supervise an administrative assistant.



Major Duties and Responsibilities



  • Identifies, analyzes and responds to the effects of hazards and emergencies which threaten the Pueblo, all entities and fee lands.
  • Creates and maintains Emergency Operations Plan and Annexes.
  • Develops an all Hazards Mitigation Plan, and maintains updates.
  • Inventories available resources from governmental and private sector sources; identifies resource deficiencies, and works with appropriate officials on measures to correct them.
  • Develops and maintains Emergency Operations Center, as a site from which key officials can direct and coordinate operations during an emergency.
  • In the event of an emergency; coordinates local response, works with local, county, state, federal, and tribal agencies officials regarding mitigation.
  • Develops and implements policies, procedures, programs, methods, and systems as appropriate.
  • Serves as liaison between local, county, state, federal and tribal agencies, as well as the private sector.
  • Initiates and monitors readiness activities among Pueblo services.
  • Ensures Emergency Operations Plan complies with county, state, federal and tribal requirements. Prepares, submits, justifies, and monitors annual budgets for Emergency Preparedness.
  • Secures technical and financial assistance available from state, federal, and tribal programs.
  • Coordinates, develops, and facilitates the Federal Emergency Management Agency (FEMA) training programs for all first responders, Staff, and Council.
  • Prepares and staffs public information displays at job related events or functions.
  • Responds to special emergency calls during off duty hours, as requested.
  • Maintains professional knowledge by conducting research; attending seminars, educational workshops, classes, and conferences.
  • Reviews professional publications; establishes networks; participates in professional societies; and confers with representatives of contracting agencies and related organizations, as it relates to Emergency Preparedness.
  • Designs, develops, and conducts safety and environmental training programs for the Pueblo of Sandia employees.
  • Develops prevention programs, including building evacuation procedures, and conducts annual fire and disaster drills.
  • Maintains FEMA and Occupational Safety and Health Administration (OSHA) training records.
  • Performs other duties as required.

Knowledge, Skills and Abilities



  • Knowledge of traditional form, functions, and structure of government and pueblo customs and traditions.
  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of hazardous materials handling and safety.
  • Knowledge of multi-jurisdictional hazard mitigation plans.
  • Knowledge of the National Incident Management System (NIMS) and application.
  • Knowledge of OSHA standards.
  • Knowledge of National Fire Protection Administration (NFPA) standards.
  • Knowledge of Federal Emergency Management Agency (FEMA) Tribal Programs.
  • Knowledge of continuity of operations plans (COOP) and implementation.
  • Knowledge of emergency response versus emergency management.
  • Knowledge of State Emergency Operations Center (EOC) operating procedures.
  • Knowledge of the Seven Critical Tasks; assess the situation, determine the danger zone, establish the inner perimeter, establish the outer perimeter, establish the incident command post, establish the staging area, and request additional resources.
  • Knowledge of “FLOP” command structure and required training; EMERGENCY OPERATIONS center commander; public information officer, safety officer, finance, logistics, operations, and planning officers.
  • Knowledge of environmental safety principals.
  • Skill in evaluating operations and programs to determine if they meet the Pueblo’s needs.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to act quickly and calmly in emergency situations; be effective in a fast-paced emergency environment and make appropriate and timely decisions.
  • Ability to give and receive orders, follow instructions in verbal and written format.
  • Ability to assess situations and take appropriate course of actions under extremely stressful and hazardous circumstances.
  • Ability to integrate training, experience, and common sense sufficient to identify potential dangerous situations; make effective logical decisions; and exercise appropriate measures to tact or force to resolve the situation with minimum injury to self or other persons.
  • Ability to assess facility vulnerabilities and recommend solutions.
  • Ability to interpret applicable federal, state, county and local laws, regulations, requirements, ordinances, and legislation.
  • Knowledge of Microsoft Word, Excel, Outlook, PowerPoint and various database software packages

Minimum Qualifications, Education and Experience



Required:

  • High School Diploma, GED certification or equivalent
  • A Bachelor’s Degree in Emergency Preparedness, Criminal Justice or related field of study and seven (7) years of experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years may substitute for the required education and experience.
  • Must possess and maintain a valid, unrestricted New Mexico Driver’s License.

Preferred:

  • Certifications in federal and state Emergency Management, FEMA professional Development Series


Licensing Status



  • Must be able to successfully pass a stringent background investigation.
  • Will require a post-offer, pre-employment and random drug screening.


Working Conditions



  • Work is performed indoors and outdoors. Outside work is subject to temperature extremes and inclement weather conditions.
  • Ability to work extended hours and various work schedules.
  • Work hours subject to change with overtime work required.
  • Subject to hazards which may cause personal bodily harm; smoke; diseases; cuts bruises, burns, common cold, influenza, dust, odors and elevated noise levels.
  • Tasks may be performed on uneven, inclined, hard and soft carpeted floors, cement structures and surfaces.
  • Duties may involve walking, climbing, crawling, standing for long periods of time, sitting, crouching, kneeling and running.
  • Specific required movements include the following:
    • Must be able to lift 100 lbs. occasionally, 50 lbs. frequently. Demonstration of this ability will be required.
    • Trunk- bend, twist, rotate, push, pull, carry.
    • Arms – reach, carry, lift, twist, and rotate.
    • Legs – lift, push, pull, twist, and rotate.
    • Hands – Grasp, manipulate bilateral coordination, hand and eye coordination, and overall and finger dexterity.
