Directs the planning, coordination and updates for all aspects of the WVU Hospitals Emergency Management Program and Emergency Operations Plan (EOP) including both internal and external event responses. Plan, resource and execute all EOP training and exercise events in support of hospital preparedness while coordinating across the hospital staff. Serve in the role as the Chair of the Emergency Preparedness Committee and provides necessary project management and oversight for all emergency preparedness committee agenda-items as needed. Serves as the Hospital representative to local, state and regional hospital preparedness and association committees as required.
MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Bachelor's degree in Emergency Management, Public Health, Public Law, Criminal Justice, Homeland Security or related field.
2. A valid Driver's License is required.
EXPERIENCE:
1. Minimum (5) years' experience in emergency management, disaster preparedness or related field.
2. Minimum (3) years in a leadership/management role.
PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Master's Degree in Emergency Management, Public Health, Public law, Criminal Justice, Homeland Security or related field.
2. FEMA ICS 100, 200, 300, 400, 700, 800
3. HSEEP (Homeland Security Exercise and Evaluation Program) Certification.
4. Certified Healthcare Emergency Professional (CHEP) or Certified Emergency Disaster Professional (CEDP), or ability to obtain within 6 months
EXPERIENCE:
1. 3 years' experience in emergency management, disaster preparedness or operational project administration in a healthcare setting strongly preferred.
POSITION SUMMARY: Directs the planning, coordination and updates for all aspects of the WVU Hospitals Emergency Management Program and Emergency Operations Plan (EOP) including both internal and external event responses. Plan, resource and execute all EOP training and exercise events in support of hospital preparedness while coordinating across the hospital staff. Serve in the role as the Chair of the Emergency Preparedness Committee and provides necessary project management and oversight for all emergency preparedness committee agenda-items as needed. Serves as the Hospital representative to local, state and regional hospital preparedness and association committees as required.
2. Working knowledge of FEMA, NFPA, OSHA, CMS and Joint Commission standard compliance preferred.
CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. They are not intended to be constructed as an all-inclusive list of all responsibilities and duties. Other duties may be assigned.
1. Develop, coordinate and maintain the WVUH Emergency Operations Plan (EOP) and associated annexes and supporting policies, ensuring that the plan meets all standards set by the Joint Commission and the Center for Medicaid and Medicare Services
2. Works directly with the hospital education department to design, develop, coordinate and implement hospital-wide and site-specific training for the WVUH Emergency Operations Plan.
3. Direct the execution of required hospital Emergency Preparedness drills including patient surge drills, tabletop, functional and full-scale drills in order to test hospital preparedness. Convene an interdepartmental critique of each drill and record lessons learned, and develop improvement plans to address identified shortfalls.
4. Participate in environment of care rounds, site visits and fire drills with a multi-disciplinary team at WVU Medicine and off-site locations as required to assess emergency management compliance and make necessary adjustments to training and operational plans.
5. Direct and oversee hospital planning groups, task forces, committees and sub-committees regarding emergency preparedness.
6. Investigate, research and make recommendations regarding best practices with respect to emergency management and disaster preparedness for the hospital and its associated clinics and practices.
7. Direct and manage Joint Commission, CMS, NFPA and OSHA Emergency Preparedness and compliance for WVUH and all associated off-campus clinics and practices.
8. Identify, assign and educate Hospital leadership as required on the implementation of the Hospital Incident Command System (HICS); conduct emergency management overview at New Employee Orientation (NEO) for all new employees, and Administrator on Call (AOC) emergency management training.
9. Direct the Hospital Emergency Preparedness Committee and any related sub-committees; direct and manage all emergency management related planning processes. Develop project plans and timelines for accomplishing outstanding tasks. Identify inconsistencies among plans and processes and direct or complete corrective measures.
10. Identify system, process and operational problems related to effective emergency management and propose solutions. Work to build consensus when departmental and hospital response plans diverge.
11. Collect, review and provide edit support to managers for departmental plans and ensure that the plans are comprehensive and cohesive. Ensure that all identified recommendations from incident critiques and plan reviews are included in updated versions of departmental plans.
12. Develop, and execute the expenditure of all capital and significant operational budget requests to support emergency preparedness. Present requests and justification to leadership for approval.
13. Work with local vendors and experts to ensure that emergency preparedness equipment and supplies are available and in good working condition. Assist in the recommendation for purchase of supplies and equipment to support emergency preparedness and decontamination operations as necessary.
14. Research, find and apply for emergency management related grant funding opportunities to assist in resourcing necessary mitigation, training and equipment requirements.
15. Provide emergency management subject matter expertise to the WVUH, UHA leadership, staffs, and emergency management professionals, to ensure uniform application of Joint Commission and CMS rules and Conditions of Participation.
16. Direct and manage all Joint Commission Emergency Management Compliance for WVU Medicine Home Health and Hospice sites, including scheduling required drills and participating in each individual site accreditation surveys with respective governing bodies.
17. Represent the interests of WVUH, UHA as needed in local, regional, state and national emergency management forums, conferences and venues; identify and direct hospital efforts to make necessary change to laws, codes and polices that conflict with industry standards.
18. Manages department personnel to ensure competent workforce and timely deliverables.
19. Improves and maintains management skills by participating in self-development activities such as seminars, workshops, classes and literature review.
20. Provides ongoing feedback to employees concerning job performance in a professional and constructive manner. Outlines goal development plans for direct reports. Counsels and disicplines employees when necessary.
21. Performs on-going written performance reviews and any necessary employee action plans according to hospital policy.
22. Initiates and maintains appropriate personnel records.
