Description
The principal functions of this class are to provide a variety of analytical, administrative, and skilled physical work in further developing the Emergency Management logistics and radio communications programs; and to assist in the management of disasters and major emergencies within the boundaries of Dorchester County. The class works under the direct supervision of the Deputy Director of Emergency Management although extensive leeway is granted for the exercise of independent judgment and initiative.
Duties
ESSENTIAL JOB FUNCTIONS
Employs EMERGENCY MANAGEMENT and logistics best practices to create and manage emergency logistics plans and programs, as well as manage all assigned department assets and other items, including all County radio communications assets.
Implements the County's radio communications program, to include inventory management, preventative maintenance administration, repair coordination, and systems programming.
Compiles, produces, and maintains logistics-specific plans and programs related to the County's Emergency Operations Plan (EOP), other local disaster response plans, standard operating procedures, and related documents as required.
Provides first-line diagnostics and support to designated equipment in the County's 911 Consolidated Dispatch Center, to include call-handling equipment, MCC7500 radio consoles, and voice/radio recording equipment.
Drafts and finalizes logistics-specific contingency plans and new protocols; develops response concepts and resulting procedures coordinating same with partner agencies.
Ensures the planning integrates all five (5) mission areas of the National Preparedness Goal, including the National Incident Management System (NIMS) and appropriate hazard-specific plans.
Assists in the development of grant applications; prepares and submits the annual scope of work, quarterly reports, reimbursement requests, and wrap-up.
Assists with the development of radio communications requests for proposals (RFPs), rating criteria, proposal review, and proposal selection.
Demonstrates continuous effort to improve operations, to decrease turnaround times, to streamline work processes, to work cooperatively and jointly, and to provide quality courteous customer service.
Maintains knowledge of planning requirements and specific hazards which are a risk to the region.
Ensures the review of supporting agencies' procedures and plans.
Develops partnerships with municipalities and business community, including non-profit organizations, to promote emergency logistics planning efforts.
Works in the Emergency Operations Center (EOC), when activated, primarily as Logistics Section Chief and/or ESF-2 Lead.
Remains subject to work hour adjustments during major incidents and may be on call 24/7 for emergency response.
Performs other related job duties as assigned.
Qualifications
Education and Experience:
Bachelor's degree in public/business administration, emergency services/management, or computer science/network administration preferred or equivalent experience in logistics/communications.
Requires at least two (2) years of related work experience.
All-Hazards Communications Technician (COMT) certification preferred.
FCC Amateur Radio Technician License or the ability to obtain within one year from date of hire.
Special Qualifications:
Must possess a valid State driver's license.
Must complete minimal National Incident Management System (NIMS) courses within six (6) months of hire date. Complete additional specialized training as required by the Department Head.
Must possess or obtain Palmetto 800 systems key and advanced systems key within 6 months of employment.
