Summary Serves as the Emergency Management Specialist for the Syracuse New York Healthcare System and the associated facilities. Responsible for the formulation, preparation, coordination and maintenance of a variety of mission essential emergency, contingency and operations plans, policies, directives and regulations for the facility. Responsibilities Duties include but are not limited to: Program Oversight and Growth The incumbent is responsible for coordinating the Healthcare System efforts and engaging staff, as well as the functions required to manage the Comprehensive Emergency Management Program (CEMP). Develop, implement, sustain, and maintain policies and guidance within the VHA, local, and community. Ensures emergency response results and conclusions lead to a continual improvement of the Emergency Management program throughout the healthcare system. Provides leadership with direction, management, professional and technical expertise regarding the development and implementation of the CEMP. Coordinates internal and external publicity for the CEMP in conjunction with Medical Center Office of Public Affairs. The incumbent plans, organizes, implements, oversees and provides technical assistance for projects relating to Emergency Management programs. Utilizes EM principles ensuring accurate and proper documentation and anticipating possible inquiries from VHA OEM, VISN, and VAMC Executive Leadership. Analyzes, maintains, synchronizes, and sustains the CEMP with national and local stakeholders; all the same, as the Office Safety and Health Administration (OSHA), The Joint Commission (TJC), Office of Information Technology, National Fire Protection Association (NPFA), and Commission on Accreditation of Rehabilitation Facilities (CARF). The incumbent is responsible for managing and maintaining the health care system's automated alert and notification system. Represents the healthcare system at the Local Emergency Planning Committee (LEPC). Conducts program analysis, evaluations and reviews ensuring plans are current meeting both internal and external requirements. The incumbent plans, organizes, and leads meetings for the Emergency Management Committee (EMC) and ad hoc workgroups. Develops and maintains the VA Contingency Plans covering the provisions of continuous patient care and treatment during emergencies. Collaborating with VISN EMS, VHA OEM, community partners and stakeholders ensuring guidance for continuity of care during any planned or unplanned event. Serves as an expert advisor to all levels of management involved in disaster preparation, training, response and recovery operations Resource Management and Contingency Operations The incumbent functions as the local program manager for the Disaster Emergency Personnel System (DEMPS). Serves as the local program manager for First Receiver Decontamination Program. Activates and provides direct support to the Hospital Incident Management Team. Prepares the Hospital Command Center (HCC) for drills, exercises and responses. Develops and maintains VHA emergency operations plans in support of internal and external requirements and mandates. Exercise, Evaluation, and Community Relations Incumbent reviews, analyzes and coordinates the implementation and evaluation of exercises to test and analyze the healthcare system's comprehensive Emergency Management plans and associated programs which includes collaboration and integration with the Safety, Patient Safety, Office of Public Affairs, VA Police programs. Assists in the planning and designing exercise scenarios using Homeland Security Exercise and Evaluation Program (HSEEP) principles that meet program objectives and provide measurable outcomes. Works with committee and community partners to perform hazard vulnerability analysis (HVA) requiring assessment of risks having potential to interrupt the continuity of critical operations. Develops and solidifies Memorandums and Agreements, educates, trains and supports mitigation and planning required to effectively execute Emergency Management resources and services resource allocation. Delivers the advancement of healthcare system programs through risk documentation, mitigation, training of internal and externally in collaboration with community partners. Provides personnel and contractors with direction and advice regarding EM activities, policies, procedures, guidelines, directives, and organizational information. Establishes and maintains relationships with the stakeholders, and/or community in order to communicate and disseminate program information with results in an understanding of the agency's mission and activities. Establishes, maintains and fosters strong working relationships with partners at national, regional and local levels. Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops, implements, sustains, and maintains Emergency Management policies and guidance within the organization and community; Collaborates with leadership, staff, management, community partners, stakeholders, etc. to ensure guidance for continuity of care during any planned or unplanned event; Develops and maintains contingency plans covering the provisions of continuous patient care and treatment during emergencies; Serves as an expert advisor to all levels of management involved in disaster preparation, training, response and recovery operations; and Plans, organizes, implements, oversees and provides technical assistance for projects relating to Emergency Management programs; AND Selective Factor: Candidates must possess a valid, state driver's license. You will be rated on the following Competencies for this position: Communications Compliance Emergency Management Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
