JOB SUMMARY:

The Eligibility Specialist is responsible for completing and/or processing Title IV-E, Medicaid and Temporary Assistance for Needy Families (TANF) applications, determining clients’ eligibility, and submitting applications for approval. This includes processing annual redeterminations for Title IV-E and TANF. These responsibilities require the employee to communicate and liaison with case managers, clients, internal Kids Central Departments, and the DCF CIC Unit (DCF Child In Care) to support and assist in ensuring the client obtains Medicaid coverage and receive appropriate funding for services provided. The Eligibility Specialist must be able to utilize the FSFN (Florida Safe Family Network) system and Chapter 39 of the Florida Statutes.

ESSENTIAL FUNCTIONS:

1. Accurate and timely processing of new Title IV-E applications for out of home care clients, which includes:

a) Initiate new Title IV-E application in FSFN within five (5) business days of the child’s out of home placement.

b) Determine child’s eligibility for funding for Title IV-E programs within state and federal guidelines.

c) Submit the completed application to supervisor for approval within ten (10) business days of child’s out of home placement.

2. Complete annual IV-E redeterminations and Federal Funding Monitoring.

3. Accurate and timely processing of new Adoption Title IV-E applications for children in Adoption placement, which includes:

a) Determine child’s IV-E eligibility within two (2) business days of receiving the file from case management.

b) Submit completed application to CIC within ten (10) business days of adoption placement.

4. Completes and submits Medicaid application to the DCF CIC Unit upon notice of a child’s out of home placement to ensure timely Medicaid coverage.

5. Provide technical assistance on the completion of TANF applications and eligibility redeterminations process to ensure compliance with state and federal guidelines.

6. Manage and respond to inquiries regarding Medicaid billing and primary care physician changes from foster parents, case managers, relative and non-relative caregivers, and Protective Investigators.

7. Maintains accurate eligibility records for all clients with the appropriate paperwork complied for the DCF Contract Oversight Unit.

8. Other duties as assigned.

QUALIFICATIONS:


  • Education/Experience

Associates Degree with emphasis in social services is preferred, high school or GED is required; or specialized training in federal funding related to Child Welfare, or equivalent experience in related position.


  • Licensure/Certifications

Current Background Clearance Screening Letter

Valid Florida driver’s license and insurable by agency’s current insurance carrier


KNOWLEDGE, SKILLS & ABILITIES:


  • Ability to meet Organizational Competency requirements
  • Ability to engage customers and provide appropriate level of service
  • Proficiency in Microsoft Office Suite (Excel, Word and Outlook)
  • Ability to utilize Florida Safe Families Network (FSFN) information system or ability to learn
  • Strong communications skills (verbal and written)
  • Ability to organize work flow
  • Familiarity with eligibility requirements for Medicaid, Title IV-E and TANF funds or ability to learn
  • Ability to understand and apply Federal and State guidelines for eligibility determination
  • Ability to read and understand Chapter 39 of the Florida Statutes
  • Ability to use the FSFN (Florida Safe Family Network) system


WORK ENVIRONMENT AND PHYSICAL DEMANDS

This job regularly operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee must frequently lift and/or move objects up to 5 pounds and occasionally lift and/or move objects up to 10 pounds. Repetitive motion is also required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
