DUTIES AND RESPONSIBILITIES
Collect information on Army EW at various events CONUS and
OCONUS to include military operations, combined training centers (CTCs) unit training rotations, home
station training, key leader interviews, post deployment collection visits (PDCV), operational and field
training exercises, leader training program, and EW -related forums.
Solicit and identify information needs and collection requirements related to Army EW from
CCoE staff, Schools, and Cyber Capability Development and Integration Directorate (CDID).
Read and be familiar with all Army EW doctrine.
Work with CCoE EW doctrine writers to identify information needs to validate or improve
EW doctrine.
Identify indirect and direct collection opportunities (e.g., training events, meetings, forums,
and exercises) to satisfy CCoE information needs related to Army EW.
Develop collection plans based on CCoE EW information needs and available collection opportunities.
Coordinate approved collection plans with CALL and other Army collection teams.
Analyze information collected to identify gaps, trends, and best practices related to EW.
Develop, produce, and present after-action-reports, initial impression reports, and executive summaries of
findings.
Based on validated gaps, trends, and best practices, identify and propose potential DOTMLPF-P solutions
mitigate gaps and promote best practices.
Track implementation of approved DOTMLPF-P solutions and assess progress of implementation and
effectiveness in closing validated gaps or promoting adoption of validated best practices.
Document collected observations in JLLIS.
Conduct short term or extended TDY travel in support of collection events and provide trip reports when
completed.
Monitor L&BP information originating from training centers, unit visits, Joint and Army websites, and
other centers of excellence websites pertinent to cyberspace operations.
Disseminate cyberspace, signal, and EW observations, lessons and best practices and TTPs,
and information in the form of publications, on websites, during unit contact, at briefings,
in articles, lessons learned forums, quarterly and yearly compilations, and using other
mediums.
Prepare and, if requested, present CCoE L&BP program briefs to Initial Entry Training
(IET), Basic Officers Course (BOLC), signal Captains Career Course (SCCC), Warrant
Officer Basic Course (WOBC), Regimental Noncommissioned Officers Academy
(RNCOA) Senior Leader Course/Advance Leader Course (SLC/ALC), Cyber and Electronic
Warfare and signal Officers Courses (S-6), Pre-Command Courses (PCC), and other courses
as required.
Responsible for Signal, Cyber and Electronic Warfare (EW) Discovery, Validation,
Integration, and Assessment of lessons learned (LL), best practices (BP), and tactics,
techniques and procedures (TTP), based on doctrine, organization, training, material,
leadership and education, personnel, facilities, and policy (DOTMLPF-P).
Conducts strategic-to-operational level analysis at collection events, either independently or
in support of a Combined Arms Center (CAC) collection and analysis teams (CAAT) with a
multi-disciplinary team of senior analysts, to identify relevant and current sources of content
and then to define and extract key tactical, operational and strategic level observations.
Replies to phone calls, emails and social media questions in reference to expertise in Signal,
Cyber and EW when support is requested.
Interacts with program/project managers CCoE organizations to include schools, battle
laboratories, integration offices, Army Capability Manager (ACM), and proponent schools,
and other external organizations as required.
Use email, software and various word processing applications to develop products and
coordinate with CALL collection teams.
Create mixed-media non-doctrinal training aids and doctrine supplements (e.g., articles,
handbooks, and graphic training aids, video content) related to signal, cyberspace, and
EW lessons learned and best practices required.
Coordinate with government production teams to create or modify non-doctrinal
training aids and doctrine supplements for delivery via mobile applications.
Consult with signal, cyberspace and EW subject matter experts to produce, validate, and
disseminate products.
Capture inquiries of L&BP (request for information) and prepare responses.
Provide constant support for disseminating observations, best practices, trends and other
pertinent information at the CTCs.
Participate in the Army Lessons Learned Forum and the CCoE L&BP-related meetings.
Coordinate with government technical point of contact for deliverable requirements
Prepare weekly or periodic status reports and updates as required by government technical point of contact.
Prepare and update the TDY trackers and task trackers as required
Provide daily status reports when TDY as required
Perform other incidental duties as required and assigned.
