As an Electronic Medical Records Specialist you will be part of a dedicated team working to Promote and Protect the Health of ALL People in Tillamook County, while supporting the use of clinical information computer system tools used by staff and act as the in-house IT help desk.

INTRODUCTION

This position is responsible for supporting the use of the clinical information system tools used by the Tillamook County Health Department (TCHD), including Epic Suite of practice management (PM) and Electronic Medical Records (EMR) as OCHIN/Epic Site Specialist. This position is also the Medical Records Custodian and is responsible for scanning, indexing and archiving all paper Medical Records and charts.

DISTINGUISHING FEATURES OF THE LEVEL

The person in this position will obtain a thorough understanding of all aspects of Epic applications to provide support to Tillamook County Health Department (TCHD) clinicians and support staff and other users as they learn to use the Epic applications. Serves as Tillamook County Health Department's Epic help desk and "in-house" IT help desk.

EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this level include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)

Field and document requests for assistance, troubleshoot, train and provide high level customer service to ensure timely solutions for TCHS staff's computer related problems.


Participate in OCHIN's Site Specialist workgroup, Health Information Management workgroup, Operations Council workgroup, and Solutions workgroup.


Participate in Tillamook County Health Department's Quality Assurance workgroup.


Provide user training as required. Provide all medical providers training for EpicCare, basic to advanced applications. Provide on-going optimization/efficiency training for all Epic users. Institute and provide yearly skill and competency training for registration/scheduling staff.


Develop system-level charting tools; provide direct charting tools support to clinical teams by teaching how to create personal Smart Phrases and how to use all of the EpicCare Smart Tools.


Review application utilization and report progress/recommend remedial actions. Provide instruction to users that follow Tillamook County Health Department's best clinical and administrative practices and promote and champion the use of Electronic Medical Records during all interactions internal and with the local medical community.


Optimize use of clinical information systems applications by Tillamook County Health Department staff and other duties as assigned. Maintain MMIS users.


Work collaboratively with Tillamook County Health Department staff and management in concert with established processes to request additional system changes or enhancements.


Create and maintain spreadsheets in order to provide management reports.

KNOWLEDGE, SKILLS, ABILITIES
Knowledge: Thorough understanding of all aspects of Epic applications to provide "at the elbow" support to clinicians and support staff and other users as they learn and navigate the Epic applications, this includes the Epic Suite of practice management and electronic health record (EpicCare). Knowledge of Medical terminology is required.

Skills: Skill in operation of EMR and computer systems. Provide appropriate HIM representation for their organization. Support the collaborative EMR and PM design. Support the decision-making process of the HIM Workgroup. Serve as a key liaison between their organization and OCHIN regarding HIM issues. Attend and participate in regularly scheduled Workgroup meeting and follow through on agreed upon deliverables.

Abilities: Able to communicate effectively in written, verbal and oral communication skills, including excellent customer service skills. Proven ability to communicate with and educate staff at all professional levels. Multi-tasking skills and abilities to apply those skills in a fast paced, stressful environment. Ability to work as a team member, including effective communication with all team members.

QUALIFICATIONS

A two-year (Associates) degree in Computer Science, Health Information Management or Business equivalent with four years related experience OR a Four-year (Bachelors) degree in Computer Science, Health Information Management OR Business with 2 years related experience OR five years progressively responsible experience OR satisfactory combination of work experience and training. Education above the high school level in computer science or a related field that included specialized training in PC hardware and software may be substituted for up to two years of the experience requirement. Strong clinical background and training/education in healthcare preferred. Experience with EpicCare Ambulatory Record or another similar system, training software to new users, or providing elbow EMR support with clinicians and other health care providers desired.


SUPERVISORY CONTROLS

Work is performed under the general direction of the Clinic Manager. Recurring assignments are typically performed independently on the basis of EMR system knowledge and past experience. The employee receives general instructions regarding the scope and approach to projects, but procedures and problem resolution are left to employee discretion and interpretation. Work is reviewed periodically to ensure determinations and decisions are in compliance with department policy. The supervisor is available for suggestions and guidance with nonstandard tasks.

GUIDELINES

Extensive guidelines in the form of instructions, manuals, regulations, and procedures apply to the work. The employee must use judgment in locating and selecting the most appropriate guideline for application to the circumstances of the case at hand.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Work is performed in an office environment and is generally sedentary. At times will require kneeling, light lifting and carrying, pulling, pushing, reaching, walking, or extended periods of standing or sitting. Work may be performed in a setting with frequent distractions and interruptions.
