King County Metro Transit is seeking to fill an Electrical Inspector (Transit Construction Mgmt III) position in the Capital Project Delivery section.
This position is responsible for performing construction inspection for assigned public transportation capital and operating projects, primarily in the area of electrical inspection, in addition to some minor mechanical and civil inspection. The Transit Construction Management III positions will perform project inspections, coordinate construction activities with operations, and work with local public agencies to assure compliance with regulations, requirements and all related codes.
Transit Construction Management III (TCM III) employees perform senior-level technical construction inspections, review construction documents, specifications, and drawings to perform and document field inspections, and coordinate and perform office tasks related to a variety of Transit construction projects. TCM III personnel review update engineering plans and records, prepare written reports, review and evaluate materials, equipment and work products for contract and code compliance with occasional system start up and commissioning. A TCM III will alert Transit and contractor supervisory personnel to contract or code violations, discrepancies or other specific problems. Duties include the preparation of Daily Inspection Reports, compiling Contract and Agency documentation, and sampling and testing of materials for quality assurance and compliance. This classification is fully proficient for all electrical inspection assignments and may be assigned as the on-site lead Transit Inspector for Transit construction project including large and complex construction projects with responsibilities on several projects concurrently. Additionally, selected candidate may be responsible for implementing construction inspection programs on specific Transit construction projects in and around operating Transit facilities while ensuring compliance with contract documents and code requirements. Work responsibilities include non-conformance reporting along with oversight and documentation duties for the resolution. The position is responsible for reviewing the work of lower level inspection staff and supports the assigned Technical or Project Representative in the administration of construction contracts.

TCM III is expected to work autonomously while being the on-site Construction Management representative on complex projects with multiple and diverse stakeholders.
Transit Construction Management III (Electrical Senior Construction Inspector) - Incumbents in this classification are considered senior-level construction inspectors. They are expected to know and have strong experience in monitoring and understanding complex construction contracts, specifications, and products along with knowledge and experience with a wide variety of electrical construction means and methods. This position is experienced in the installation and commissioning of electrical gear, instrumentation and controls, data and communication systems, and provides the essential coordination and communication required to complete construction activities without interruption of Metro Transit service to the public.
The TCM III job duties include the following:
  • Coordinate and perform field and office tasks related to the construction inspection of Transit related projects.
  • Review submittals and shop drawings from contractors and subcontractors for conformance with contract plans and specifications.
  • Prepare inspection and testing reports, field notes and other required reports, including photographic records. Review and make detailed notes on record drawings for accuracy and inclusion of all variances encountered in the field.
  • Review contract plans and specifications for accuracy of field conditions, constructability and value engineering including conformance with standards and provide constructive review comments.
  • Prepare schedules for inspection during construction.
  • Serve as King County's on-site representative to ensure and document that construction requirements contained in plans, specifications, applicable codes and city standards are being incorporated during the construction of Transit public works' projects.
  • Alert King County and the contractor's representative when contract compliance problems and code violations are encountered. Coordinate with public or private agencies affiliated with the projects to ensure proper implementation of the contract work.
  • Prepare field notes and submit daily written reports regarding the projects in progress. Prepare other written reports as requested.
  • Maintain contact with division personnel regarding the progress of specific inspection and testing programs and alert supervisory personnel to potential and/or contract problems.
  • Support change order preparation, negotiations and document implementation of change work.
  • Coordinate work with Contractors, Transit Operations, local stakeholders and Transit's Construction Management team along with other public and private agencies.
  • Interpret construction schedules for progress impacts and slippage.
  • Draft project closeout reports. Assist in contract dispute resolution.
  • Provide lead direction to and closely oversees work performed by Transit Construction Management I and II personnel.
  • Perform other duties as assigned.

Minimum Qualifications:
  • General Journey Level-EL01 license and six (6) years of progressively responsible electrical construction experience

Additional Required Qualifications for CM III are:
  • Experience inspecting or performing electrical focused construction work involving utilities, buildings and building systems associated with heavy commercial and/or industrial facilities
  • Ability to read and interpret engineering drawings and specifications and relate them to specific projects
  • Thorough knowledge of acceptable electrical construction methods and techniques
  • Demonstrated ability to inspect material and workmanship and to recognize construction deficiencies and omissions requiring corrective action
  • Working knowledge of relevant electrical construction laws, ordinances, codes, regulations, specifications and standards
  • Ability to work independently or as part of a team; ability to interact appropriately with others
  • Competency using a computer on Word, Excel and Outlook.
  • Strong oral and written communication skills
  • Ability to work successfully with a diverse group of people
  • Strong customer service skills with the ability to establish and maintain effective working relationships with coworkers, vendors, consultants and other outside agency representatives.
  • Ability to prioritize assignments, stay organized and manage rapidly changing priorities (must be able to successfully work on a number of projects simultaneously)

Desired Qualifications:
  • Master Electrician ME01 Certificate
  • Electrical Administrator General AD01 Certificate
  • Additional academic or vocational courses in electrical, instrumentation and controls, or related field
  • Additional training and certifications in electrical, instrumentation & controls, or a related field
  • Competency using a computer on Bluebeam and SharePoint
  • Knowledge of utilities, paving, building construction, mechanical systems and hazardous materials
  • Licensed as a Special Inspector and other construction related Certifications (such as CESCL, HAZWOPER, ACI, etc.).
  • Experience in Construction Management

Necessary Special Requirements:
  • A valid Washington State Driver's License or the ability to obtain prior to start date
Physical Requirements:
  • Some physical skill and effort are required to perform construction inspections.
  • Frequent lifting and carrying of inspection equipment and the occasional lifting of hatch or manhole covers weighing up to 100 lbs.

Work Location:
The main work site for this position is Transit Construction Office, 12400 East Marginal Way S., Building G, Tukwila, WA 98168.
Work schedule:
This career service position is non-exempt from the provisions of the Fair Labor Standards Act (FLSA) and therefore is eligible for overtime pay. The regular workweek is full-time 40 hours, Monday through Friday 7:00 a.m. to 4:00 p.m. Work outside of the normal work day (including nights, weekends and some holidays) may be required periodically. Work schedules vary and are dependent in part on contractor schedules, permit requirements, and operational needs.
