Job description

MassDEP seeks applicants for the position of Environmental Analyst V-Environmental Justice (EJ) & Community Engagement Coordinator in the Bureau of Administrative Services (BAS). This position will be based in MassDEP's Central Regional Office, Worcester, MA and will provide assistance, coordination, and community engagement to help promote equity, justice and transparency in departmental actions, including permitting of new projects. This position serves as liaison between department staff and members of the public who deserve meaningful inclusion and involvement in order to fully understand Department actions and provide input. This position also provides direct support to the Region for EJ outreach and engagement and coordinates departmental technical assistance to staff and the regulated community.  MassDEP's Central Regional Office is 40 miles from Boston and serves 77 cities and towns in central Massachusetts.

Duties for the position include:

A.    Act as the Regional lead for Environmental Justice activities. Organize and lead EJ meetings with program staff to coordinate outreach plans for incoming permits requiring public involvement plans; coordinate effective community engagement programs supporting MassDEP's commitment to improving public outreach addressing Environmental Justice issues, including identification and engagement of parties regarding project outreach, public hearings, public informational meetings, and community meetings/events. Coordinate and communicate the distribution of analytical results to the public and develop risk communication strategies and messaging. Participate in the Regional Enforcement Review Committee to ensure proper application of the EJ policy; 

B.    Represent the Department and maintain relationships with community groups, career centers, colleges & universities to encourage careers in the environmental field and promote careers at MassDEP; 

C.   Supervise outreach staff in the performance of their duties, including distribution of work and setting priorities; providing technical assistance and interpretation on regulation and program guidance; providing regular feedback to staff in the performance of duties and assistance when necessary to assist them in improving in those areas where needed; providing mentor training and making recommendations to senior staff on training needs of staff as necessary; preparation and administration of routine employee performance reviews (EPRS) and development plans as needed; 

D.   Arrange for Technical Assistance with program staff;

E.    Provide support to staff in the planning of events, conferences and speaking engagements; 

F.    Manage and support agency initiatives and operations and perform other duties, as assigned; 

G.   Participate in the reevaluation of existing program initiatives and the development of new program initiatives; 

H.   As agreed upon by Regional and Bureau leadership, take the lead on EJ-related outreach and initiatives targeted to the public or specific targeted sectors / stakeholders.

Preferred Qualifications and Work Experience:

         Strong verbal and interpersonal skills. 

         Excellent writing skills for a variety of audiences. 

         Project management and coordination skills. 

         experience in public engagement, risk communication, project management and coordination, knowledge of Environmental Justice. 

         Experience recruiting and/or hiring. 

         Ability to multi-task and manage multiple projects at once.  

         Highly organized with attention to detail.  

         Ability to be innovative and creative in reaching EJ populations. 

         Experience in public engagement, risk communication, project management and coordination, knowledge of Environmental Justice. 

         Ability to effectively communicate information to diverse audiences. 

         Experience in organizing and presenting information. 

         Computer proficiency with Microsoft Office suite, audio-visual setup and on-line communication and collaboration platforms (e.g., Microsoft Teams, Zoom, GoToMeeting, etc.). 

         Excellent computer skills, including working knowledge and experience with Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Access. 

         Possession of A Valid Class D Drivers License, or equivalent, is required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. 

 

Substitutions: 

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* 

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. 

 

NOTE:  Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
