Schedule: Position is hybrid, telework eligible, and the Economist should be available to be in the office up to two days per week as required. Upon completion of training period, fewer days in the office may be required. Schedule is typically, Monday through Friday, 8 a.m. to 5 p.m. however evenings and/or weekends may be required during busy periods. Alternative schedules will be considered and the required schedule may vary based on the needs of the agency.
Here is a little bit about us:
The Washington State Economic and Revenue Forecast Council (ERFC) promotes state government financial stability by producing an accurate forecast of economic activity and General Fund and near-General Fund revenues for the legislature and the governor to be used as the basis of the state budget. The ERFC is also taking on the Transportation revenue forecast in 2024.
Specifically this position assists senior economists in preparing, each quarter, the official economic, transportation and General Fund revenue forecasts for the state of Washington including reviewing other forecasts prepared by ERFC economists, other state agencies and consultants, summary reports and tables.
It also assists in supporting the requirements of RCW 82.33A.010 to update selected benchmarks and provide comparative information for other states.
What you will be doing:
Each quarter you will prepare selected forecasts for the official Economic, Transportation, General Fund revenue and Near Fund forecasts. You will focus on forecasts such as property taxes, liquor and cannabis revenue, insurance taxes, the timber excise tax, revenues from the administrative office of the courts, motor vehicle sales and use taxes, rental car taxes, lottery revenues, and many other taxes and fees. You will also review the General Fund and transportation forecasts for various agencies You will develop and maintain databases associated with the economic models of the state's economy and revenue, conduct studies of the state's economy and serve as a member of committees or boards with the purpose of coordinating and reviewing economic estimates and forecasts.

Some of what you'll enjoy doing includes:
  • Execute short and long-run econometric forecast models to project General Fund, near General Fund and Transportation revenues.
  • Assist senior economists in preparing, each quarter, the official economic, transportation and General Fund revenue forecasts for the state of Washington including reviewing other forecasts prepared by ERFC economists, other state agencies and consultants, summary reports and tables.
  • Prepare General Fund and near General Fund revenue forecasts such as the timber excise tax, property tax, revenues from the Administrative Office of the Courts, the Lottery Commission forecasts (e.g. Mega Millions, Powerball) and various other taxes.
  • Prepare a variety of transportation related non-General Fund forecasts such as the motor vehicle sales and use tax and rental car tax forecast for the multi-model transportation account.
  • Coordinate and review the General Fund forecasts prepared by other agencies.
  • Maintain databases of various economic data as well as dissemination to others within state government, local government, and the private sector.
  • Assist senior economists in developing and maintaining reference systems used to monitor, gauge and evaluate national and state economic performance.
  • Independently research and report upon other economic topics as requested by the Director.
  • Prepare and present written and oral reports on economic and revenue forecasts and special studies.
  • Build and maintain effective stakeholder relationships with key entities such as the Legislature, businesses, business organizations, and other state agencies.
  • Serve as a member of committees or boards with the purpose of coordinating and reviewing economic estimates and forecasts.
  • Work closely with the members of the Revenue work group to promote the sharing of information essential to the forecast. The work group includes appointed members from the Department of Revenue, the Office of Financial Management, legislative fiscal committees and the Legislative Evaluation and Accountability Program committee.
  • Respond to requests for information and analytic assistance from the Governor, other agencies, the Legislature and other concerned parties.
  • Represent the Office of the Economic and Revenue Forecast Council on various work groups such as the Pension Funding Work Group and Transportation Revenue Forecast Work Group.
  • Annually updates the Washington State Economic Climate Study and supervise technical staff in the preparation of the Economic Climate Study.
  • Contribute text and data for the monthly revenue update and the quarterly economic and revenue forecast publication.
  • May supervise an intern

REQUIRED:
Bachelor's degree in economics, public finance or closely allied field involving extensive coursework in economics.
AND
  • At least two years of professional experience as an Economic Analyst, Forecaster or other similar position
  • Extensive knowledge of various software programs in the personal computer environment
OR
A combination of education (i.e. Master's/Ph.D.) and experience which provides the required background
AND
Extensive knowledge of various software programs in the personal computer environment

PREFERRED:
  • A Master's degree or equivalent in economics, public finance or closely allied field
  • Two years of professional experience in economic analysis
  • Experience with Eviews econometric software
